On the morning of August 3rd, following the directives of the Minister of National Defense , the 916th Air Regiment (371st Division, Air Defense-Air Force Command) assigned a flight crew to transport essential supplies and relief forces to people affected by severe flash floods and landslides in many areas of Dien Bien province.
Two helicopters from the 916th Air Regiment took off from Hoa Lac airport early in the morning, maneuvering to Gia Lam to receive relief supplies from the 918th Transport Air Brigade, before heading straight to Dien Bien . The essential supplies included: dried food, instant noodles, milk, clean water, medicine, and other necessities.

The Mi-171 helicopter, bearing the designation Sar-03, was commanded by Lieutenant Colonel Nguyen Van Hoang, Deputy Political Commissar of the Regiment; Lieutenant Colonel Nguyen Van Truan, Commander of Squadron 2, was the main pilot; Lieutenant Colonel Ha Xuan Ngoc, Head of Navigation of the Regiment; Major Chu Van Trong, Navigation Assistant; Lieutenant Colonel Nguyen Trung Hieu, Air Mechanic; and Lieutenant Colonel Dam Van Long, Air Mechanic.
The Mi-17 helicopter, serial number 7844, was commanded by Lieutenant Colonel Nguyen Ba Duc, Deputy Regiment Commander and Chief of Staff; Lieutenant Colonel Hoang Manh Hung, Deputy Chief of Staff of the Regiment, was the main pilot; Lieutenant Colonel Nguyen Van Thanh, was the co-pilot and navigator; Lieutenant Colonel Tran Quang Tuan, was the Flight Safety Assistant; Lieutenant Colonel Truong Anh Son, was the flight mechanic; and Lieutenant Colonel Nguyen Dinh Giang, was the flight mechanic.

Earlier, on August 2nd, the flight crew of the 916th Air Force Regiment transported 2 tons of relief supplies to people in localities in Dien Bien province, where flash floods and landslides caused serious damage, resulting in 17 casualties and missing persons, and isolating hundreds of households.
