On the morning of August 3, implementing the direction of the head of the Ministry of National Defense , Air Force Regiment 916 (Division 371, Air Defense - Air Force) assigned flight crews to carry out the task of transporting necessities and relief forces to people affected by flash floods and serious landslides that occurred in many areas of Dien Bien province.

Two helicopters of the 916th Air Force Regiment took off from Hoa Lac Airport early in the morning, moved to Gia Lam to receive relief goods at the 918th Air Transport Brigade, then headed straight to Dien Bien . The essential goods included: dry food, instant noodles, milk, clean water, medicine, and essential necessities.

The Mi-171 aircraft with registration number Sar-03 was commanded by Lieutenant Colonel Nguyen Van Hoang, Deputy Political Commissar of the Regiment; Lieutenant Colonel Nguyen Van Truan, Squadron Leader of Squadron 2; Lieutenant Colonel Ha Xuan Ngoc, Chief of the Regiment's Navigation; Major Chu Van Trong, Assistant Navigation; Lieutenant Colonel Nguyen Trung Hieu, Air Mechanic; Lieutenant Colonel Dam Van Long, Air Mechanic.

The Mi-17 aircraft with serial number 7844 was commanded by Lieutenant Colonel Nguyen Ba Duc, Deputy Regiment Commander, Chief of Staff; Lieutenant Colonel Hoang Manh Hung, Deputy Chief of Staff of the Regiment, main pilot; Lieutenant Colonel Nguyen Van Thanh, Co-pilot; Lieutenant Colonel Tran Quang Tuan, Flight Safety Assistant; Lieutenant Colonel Truong Anh Son, Air Mechanic; Lieutenant Colonel Nguyen Dinh Giang, Air Mechanic.

Army helicopters transport relief goods to people in Dien Bien.

Previously, on August 2, the flight crew of Air Force Regiment 916 transported 2 tons of relief goods to the local people in Dien Bien province, where flash floods and landslides caused serious injuries and deaths, leaving 17 people missing and hundreds of households isolated.
