
The National Assembly has voted to pass the Law amending and supplementing a number of articles of the Education Law. A notable new point is the abolition of the issuance of junior high school graduation certificates, replaced by confirmation of program completion recorded in the school transcript.
According to the new law, the national diploma system includes: high school diploma, vocational high school diploma, intermediate diploma, college diploma, bachelor's degree, master's degree, doctorate, and diplomas from specialized training programs in certain fields. The elimination of the junior high school diploma aims to streamline procedures and shift the focus to evaluating the learning process.
Students who complete primary and lower secondary education, meeting the requirements of the Ministry of Education and Training , will have their completion confirmed by the principal in their academic transcript. For upper secondary school students, those who meet the requirements will be eligible to take the graduation exam; those who pass will be awarded a diploma, while those who fail will receive a certificate of completion to retake the exam or pursue vocational education.
The law also stipulates that diplomas and certificates issued by educational institutions of all types have equal legal validity, and can be issued in paper or electronic form to promote digital transformation. The Ministry of Education and Training will uniformly manage diplomas across the entire system, ensuring transparency and interoperability.
As for advanced postgraduate degrees in the health sector, such as residency and specialist doctor degrees, the Ministry of Health will provide guidance in accordance with the Law on Higher Education.
