The Department of Education and Training (DET) of Ho Chi Minh City has just announced important milestones in the enrollment period for the first grades (from kindergarten to high school) for the 2026-2027 school year. According to the announcement, the enrollment period in Ho Chi Minh City will start from January 1, 2026 with many new points.
Shared admission system
After merging localities, many parents and students in Ho Chi Minh City are concerned about how enrollment for kindergarten, grade 1, grade 6 and grade 10 is carried out.
According to the Ho Chi Minh City People's Committee, from the 2026 school year, the enrollment of grades 1 and 6 in wards, communes, and special zones will use the primary enrollment system at https://tuyensinhdaucap.hcm.edu.vn. The enrollment data source is taken from the Education and Training sector database at https://csdl.hcm.edu.vn. In which, the information "current residence" in the Education and Training sector database has been authenticated with the national population database (under Project 06) and will be the main criterion for admission to primary classes.
Wards, communes and special zones shall base on the instructions and documents of the Department of Education and Training to develop their own enrollment plans, suitable to the actual conditions of the locality.
According to the leader of the Department of Education and Training of Ho Chi Minh City, in order to develop a plan for admission to the first level of the 2026-2027 school year, the department has required all schools to review and update full information on facilities, area, land, room types, etc. In particular, note that for the type of room used for many levels, it must be reported to a single level, not duplicated to other levels; priority is given to reporting to the highest level or the most used level. The Department of Education and Training also requested to enter the total area of all room types divided by level.
After reviewing, schools must make accurate reports and enter complete information into the database system of the Ho Chi Minh City Department of Education and Training. Principals are responsible for checking the accuracy of reports and statistical data. Information on facilities and area updated on the data system is one of the bases for considering and deciding on the school's enrollment targets for the 2026-2027 school year.

Scientific and precise distribution
According to Mr. Nguyen Van Phong, Deputy Director of the Department of Education and Training of Ho Chi Minh City, in the enrollment of first-level classes from the 2026-2027 school year, the People's Committees of wards, communes, special zones and schools strictly implement the plan approved by the City People's Committee; coordinate with the department to unify the online enrollment process throughout the city; carry out accurate and scientific student allocation; minimize errors, improve professionalism, publicity and transparency.
In particular, the People's Committees of wards, communes and special zones are responsible for verifying the place of residence; propagating and guiding parents to register for online enrollment; ensuring that all students of school age must have a personal identification code, have full information declared on the industry database system and have accurate data updated. The People's Committees of wards, communes and special zones closely coordinate with the Department of Education and Training in reviewing and fully and accurately counting the number of children and students of enrollment age for primary classes in the area and in neighboring areas...
The admission process and exam organization must ensure fairness, publicity and transparency. Personal information of students and parents must be kept absolutely confidential according to the Law on Personal Data Protection and must not be disclosed or used for other purposes.
4 stages of primary school admission
According to the Department of Education and Training of Ho Chi Minh City, the schedule for implementing entrance exams for primary and 10th grade in 2026 is divided into 4 phases.
Phase 1 from January 1 to February 28, 2026, review and evaluation. In this phase, statistics on student data across the city will be conducted; the student reception capacity of educational institutions will be assessed, thereby developing detailed enrollment targets.
Phase 2 from February 1 to March 31, 2026, the Department of Education and Training will draft a plan for enrollment at all levels; collect opinions from relevant parties and issue an official plan.
Phase 3 from March 31 to May 31, 2026, deploy and organize, carry out propaganda and dissemination of the plan, receive registration documents, and prepare facilities.
Phase 4 from June 1 to August 31, 2026, organizes exams and supervision. Ho Chi Minh City will organize exams, enroll students; supervise and evaluate results, summarize and draw lessons.
The 10th grade entrance exam in Ho Chi Minh City for the 2026-2027 school year is expected to combine the entrance exam and the selection process. In the entrance exam, students will take three subjects: math, literature, and English.
In the 2026-2027 school year, Ho Chi Minh City plans to mobilize at least 70% of junior high school graduates to enter grade 10 of public high schools in the area, equivalent to 150,000 students graduating from grade 9 in the 2025-2026 school year.
