This event marks an important step forward in completing the North-South expressway system in the East, contributing to promoting socio -economic development in the Mekong Delta and the Southern region.
SCALE OF MORE THAN 36,000 BILLION VND
The Ho Chi Minh City - Trung Luong - My Thuan Expressway Expansion Investment Project has a length of 96.13 km, passing through the following provinces and cities: Ho Chi Minh City, Tay Ninh and Dong Thap. The starting point is at Cho Dem intersection at Km9+325, Tan Nhut commune, Ho Chi Minh City and the ending point is at Km105+454, the northern end of My Thuan 2 bridge, An Huu commune, Dong Thap province.

In which, the Ho Chi Minh City - Trung Luong section has a planned completion phase scale of 10 - 12 lanes (Cho Dem - Ring Road 4 section has a scale of 12 lanes; Ring Road 4 - Trung Luong section has a scale of 10 lanes), with investment in phases of 8 lanes, design speed of 120 km/h.
The Trung Luong - My Thuan section and the section from An Thai Trung intersection to the northern end of My Thuan 2 bridge will be fully invested in with a scale of 6 lanes according to the approved planning, with a design speed of 100 km/h.
The project also includes synchronous investment in smart traffic management systems: New construction, utilization and upgrading of traffic management systems, non-stop electronic toll collection systems; vehicle load control works, ensuring traffic control and management in accordance with the scale of road investment...
The project's rest stops are located at 2 locations: Km28+200 (Ho Chi Minh City - Trung Luong section) and Km78+220 (Trung Luong - My Thuan section). Within the scope of the project, there are 10 interchanges, of which 8 existing interchanges will be renovated and upgraded to suit the scale of the highway expansion; 2 interchanges will be added.
Sharing at the signing ceremony, Chairman of Deo Ca Group Ho Minh Hoang affirmed that this is a strategic project, helping to complete the vital traffic axis of the Southern Key Economic Zone, serving the economic activities of 21 million people in the Southwest region.
With a total investment of VND36,172 billion, the project is implemented in the form of BOT with 100% capital mobilized from private sector. Notably, this is the largest BOT transport project in the country ever mobilized capital by private enterprises.
According to Mr. Ho Minh Hoang, the fact that Vietnamese enterprises have mobilized resources to do such great things is a testament to the spirit of Resolution 68/NQ-TW: "The private economy must be facilitated to make strong contributions to the country's development."
“It is that spirit that has motivated Deo Ca to “think differently - create a difference”, thereby realizing many important transport infrastructure projects for the country,” affirmed Mr. Ho Minh Hoang.
PROJECT COMMENCEMENT ON DECEMBER 19
The Ho Chi Minh City - Trung Luong - My Thuan Expressway is a vital route connecting Ho Chi Minh City with the Mekong Delta. This expressway was put into operation from 2010 - 2022 with an initial scale of 4 lanes.

The route quickly became an important "gateway", serving the large traffic volume between Ho Chi Minh City and the southwestern provinces.
However, under increasing overload pressure, with traffic density reaching thousands of trips per day, the route is often overloaded, causing congestion and failing to meet the transportation needs of the area.
The expansion of the expressway has become an urgent need, not only to help reduce traffic congestion and ensure safety, but also to contribute to perfecting the transportation network in the region.
At the same time, the Mekong Delta expressway network will be gradually completed, promoting regional logistics. The project will shorten the travel time from Ho Chi Minh City to My Thuan to about 1 hour and 45 minutes, instead of more than 3 hours as at present.
Mr. Bui Quang Thai, Director of the Vietnam Road Administration - Ministry of Construction, said that the project is one of the first works to apply new regulations of the Law on Investment under the public-private partnership model and Decree No. 243/2025/ND-CP, contributing to shortening the preparation time to about 10 months.
In the context of limited state budget resources, the signing of the project contract and completion of procedures to start construction on December 19, 2025 is very important to concretize the Party and State's policy on attracting private resources to participate in infrastructure development investment and is even more meaningful when the project uses entirely the capital mobilized by investors.
Speaking at the signing ceremony, Deputy Minister of Construction Bui Xuan Dung highly appreciated the efforts of the units in the project preparation process.
Comrade Bui Xuan Dung emphasized that this is a project of special importance, contributing to strengthening the connection between the Southern key economic region and the Mekong Delta, promoting the circulation of goods, and ensuring national defense and security.
Comrade Bui Xuan Dung requested the project enterprise to mobilize all resources, comply with legal regulations, ensure quality, progress and environmental protection. At the same time, he requested the Vietnam Road Administration to strengthen supervision and promptly remove arising difficulties.
