The Ho Chi Minh City Department of Education and Training has just issued the latest instructions on enrollment for the 2026-2027 school year, which clearly states the regulations on assigning students to kindergartens, primary schools, and secondary schools and requirements for residency documents.

On December 8, the Department of Education and Training of Ho Chi Minh City implemented the conclusion of the direction of Deputy Director of the Department of Education and Training Nguyen Van Phong on the organization of admission to grades 1 and 6 for the 2026-2027 school year.

Accordingly, based on the primary enrollment plan of Ho Chi Minh City, the People's Committees of wards, communes and special zones are responsible for developing detailed enrollment plans for primary classes, in accordance with the population fluctuations, school size and educational facility network in the area. Managing data and organizing supervision of all local exam organization work to ensure consistency with the direction of the Department of Education and Training, in accordance with the actual conditions of the residential area and 100% of school-age students are allowed to attend school in accordance with the provisions of law.

Localities coordinate closely with the Department of Education and Training in organizing the management and verification of complete and accurate local enrollment data, ensuring consistency with industry databases and population data. Specifically, review, compile statistics and update complete information on school-age children in each neighborhood and hamlet; promptly detect and handle cases of population fluctuations.

Coordinate with commune-level police to verify students' "current residence" information through the VNeID system, ensuring the accuracy, validity and consistency of data for enrollment purposes.

Regularly update, standardize and synchronize data with the education sector database system according to the instructions of the Department of Education and Training, ensuring complete and timely information to effectively serve the enrollment work of the first grade classes.

Organize planning and allocate students according to local enrollment targets and plans to ensure publicity, transparency and suitability with the receiving capacity of each educational institution.

Allocate students to kindergartens, primary schools, and secondary schools according to the targets, school network development plans, and instructions of the Department of Education and Training to avoid local overload or exceeding the permitted scale.

Online admissions and transparent monitoring

In implementing the primary school enrollment work, Mr. Nguyen Van Phong requested the authorities of wards, communes, and special zones to strengthen supervision and support throughout the entire enrollment and examination process in the locality, ensuring compliance with regulations, fairness, and transparency. Fully supervise the preparation of facilities and personnel at the exam sites and educational institutions participating in enrollment; promptly correct any content that does not meet requirements.

The Department of Education and Training said that localities will organize consultations and guide parents to register for online admission at https://tuyensinhdaucap.hcm.edu.vn ; ensuring that parents understand the process and limit errors.

Receive and preliminarily process people's feedback and recommendations within the scope of authority; synthesize, report and propose to the Department of Education and Training on matters beyond its authority.

Ensure that all stages of the admission and exam process are carried out fairly, objectively, publicly and transparently; absolutely do not allow negativity or illegal interference to occur.

When conducting online primary school enrollment, the Department of Education and Training requires localities and schools to absolutely keep personal information of students and parents confidential according to Decree No. 13/2023/ND-CP and related legal regulations, and to be responsible for any violations.

Parents are not required to provide additional documents or records when the information has been fully verified on the VNeID system and population database, except in cases where verification is necessary or as required by law.

The Department's leaders also assigned specialized departments to maintain and effectively operate 24/7 online enrollment support information channels throughout the entire enrollment process, exams, and related professional activities, ensuring timely reception, guidance, and handling of local difficulties and problems.
