Absolutely no water shortage is allowed for the Spring 2025 crop production.

The spring crop is considered the largest rice production season of the year, not only in Hanoi but also in the entire Northern Midlands and Delta region. This is also the season with the highest demand for water for land preparation, flooding, and planting.

To ensure the effectiveness of the 2025 Spring crop production, the Ministry of Agriculture and Rural Development has issued Notice No. 9193/TB-BNN-TCTL on the water supply schedule for the 2025 Spring planting season in the Northern Midlands and Delta region (including Hanoi).

Accordingly, during the Spring 2025 season, there will be two periods of increased water release from hydropower reservoirs to supplement downstream water resources, totaling 12 days. Specifically, period 1: from 00:00 on January 12th to 24:00 on January 16th, 2025 (5 days); period 2: from 00:00 on February 8th to 24:00 on February 14th, 2025 (7 days).

According to Nguyen Duy Du, Head of the Hanoi Department of Irrigation and Disaster Prevention, based on Notice No. 9193/TB-BNN-TCTL, the Department has advised the Department of Agriculture and Rural Development to send a document to districts, towns, four irrigation enterprises, and related units requesting them to focus on implementing water extraction for the 2025 Spring planting season.

"Hanoi's goal is to be as proactive as possible in water management for the 2025 Spring crop season, effectively utilizing the increased water releases from hydroelectric reservoirs; striving to obtain sufficient water during the two release periods, without incurring any additional water extraction time..." - Mr. Nguyen Duy Du further informed.

According to Hoang Thi Ha, Head of the Economic Department of Soc Son District, after receiving a document from the Hanoi Department of Agriculture and Rural Development, the locality sent a document to communes and towns, requesting them to strengthen information and propaganda so that people know about the water intake schedule and raise awareness in using water economically; and to reinforce field and plot embankments to retain surface water in the fields and prevent water loss.

“The district is also reviewing rice-growing areas that may not have sufficient irrigation water to study and propose options for converting to dryland crops. At the same time, we are closely coordinating with the irrigation enterprise in effectively managing and operating the irrigation system in the area…” - Ms. Hoang Thi Ha added.

Meanwhile, Hanoi's irrigation enterprises are also urgently reviewing and assessing the water intake capacity of irrigation works along the river to match the expected water levels during water intake periods. They are accelerating the renovation and upgrading of water intake facilities to ensure a smooth water flow from the source to the fields.

According to Tran Dinh Cuong, Chairman of the Song Day Irrigation Company Limited, the unit is closely monitoring water levels on the river system; directing its affiliated enterprises to take advantage of the current permissible water levels to proactively operate pumping stations and organize early water intake (before hydroelectric reservoirs release water downstream as planned).

Regarding drought prevention efforts for the Spring 2025 crop season, Deputy Director of the Hanoi Department of Agriculture and Rural Development, Nguyen Van Quyen, requested that irrigation enterprises pay attention to the possibility of lower river water levels due to fluctuations in riverbeds caused by floods following Typhoon No. 3 (Yagi); and the potential for inefficient water extraction at potential risks to facilities such as the Ap Bac pumping station, Lien Mac sluice gate, and the irrigation area served by the Phu Sa mobile pumping station. Based on this, solutions should be implemented to supplement or replace water sources if necessary; absolutely no water shortage should be allowed for the Spring 2025 crop season.
