The Provincial People's Committee assigns the Department of Agriculture and Environment to take the lead and coordinate with the People's Committees of communes and wards to guide, inspect, and supervise the conversion of perennial crops on rice-growing land, ensuring compliance with the Law on Crop Production and other current legal regulations. It is also tasked with compiling and developing a plan for the conversion of crop and livestock structures on rice-growing land in the province according to regulations. Furthermore, it is to review and advise the Chairman of the Provincial People's Committee on considering amendments and additions to the list of perennial crops permitted for conversion on rice-growing land, ensuring suitability to the actual conditions in the province.
The People's Committees of communes and wards, based on the approved list of perennial crops eligible for crop restructuring on rice-growing land and the annual crop and livestock restructuring plan on rice-growing land of the Provincial People's Committee, shall direct the development and approval of specific plans ensuring compliance with regulations, suitability to actual conditions in their managed areas, and implementation of the plans as prescribed. They shall strengthen guidance, inspection, and supervision of crop and livestock restructuring on rice-growing land within their managed areas, ensuring efficient use of rice-growing land and compliance with current laws and regulations.
