Provincial People's Committee organizes a thematic conference on land declaration and registration

According to the report of the Department of Natural Resources and Environment, as of April 1, 2024, districts and cities have registered land and issued land use right certificates for the first time in the province for 465,386 plots/82,942.47 ha. Of which, 382,007 plots/58,362.85 ha have been granted; 24,637 plots/7,881.57 ha have been reviewed; 43,200 plots/10,995.82 ha have not been reviewed; the number of undeclared plots is 15,552/5,413.42 ha. Regarding land use purpose conversion registration, districts and cities have registered land use purpose conversion for 22,487 plots/10,237,439 ha. Of which, 5,477 ha/2,097,749 ha have been resolved; Number of unresolved plots: 17,101 plots; area of ​​land use purpose not yet changed: 8,139,690 ha.

Concluding the meeting, the Vice Chairman of the Provincial People's Committee requested departments, branches and localities to focus on disseminating and receiving first-time registration dossiers according to prescribed procedures. Be flexible and proactive in regulating human resources to participate and support; coordinate with the Branch of the Land Registration Office to develop a plan to implement, receive and process land registration dossiers, review and complete cadastral dossiers according to regulations. Issue a plan to implement declaration and registration (mandatory). Localities with land areas removed from the planning of 3 types of forests according to Decision No. 199/QD-UBND of the Provincial People's Committee, urgently develop a Plan, Project on management and land use removed from the Forest Land Planning, submit to the Provincial People's Committee for appraisal, approval and organize declaration, registration and issuance of land use right certificates according to regulations. The Department of Natural Resources and Environment advises the Provincial People's Committee to issue a plan for land declaration and registration in 2024; Coordinate with the Department of Agriculture and Rural Development, the People's Committees at the district level and relevant agencies to appraise the land use plan to remove the 3 types of forest from the district-level forest planning, submit to the Provincial People's Committee for approval; deploy the work of measuring and supplementing the land area removed from the 3 types of forest planning... Regarding the change of land use purpose, the Vice Chairman of the Provincial People's Committee requested the People's Committees of districts and cities to organize a review of the planning to adjust synchronously and unify the land use purpose; determine areas eligible to allow people to change the land use purpose according to the approved planning and plan; organize a review of regulations on limits and conditions for land division when changing the land use purpose to advise on appropriate adjustments and supplements in accordance with the provisions of law. Proactively review the land plots of households that have registered to change the purpose that are eligible to be included in the annual land use plan to change the land use purpose.
