Dear Comrade Do Van Chien, Member of the Political Bureau, Secretary of the Central Committee of the Party, Chairman of the Central Committee of the Vietnam Fatherland Front;

Distinguished leaders of the Central Committee of the Vietnam Fatherland Front;

Distinguished provincial leaders;

Respected elders and dignitaries; Respected Heroic Vietnamese Mothers, Heroes of the People's Armed Forces;

Distinguished members of the Presidium of the Congress; esteemed delegates!

Today, I am very pleased to attend the 19th Provincial Congress of the Vietnam Fatherland Front, term 2024-2029. This is an important political event for all strata of people in the province, marking a new stage of development and affirming the position, role, and noble mission of the Fatherland Front organization in the province. On behalf of the Provincial Party Committee, I would like to warmly welcome Comrade Do Van Chien, Member of the Political Bureau , Secretary of the Central Committee of the Party, Chairman of the Central Committee of the Vietnam Fatherland Front; the leaders of the Central Committee of the Vietnam Fatherland Front; the provincial leaders; and all distinguished guests. I would like to extend my best wishes for good health and happiness to the leaders of the Central Committee of the Vietnam Fatherland Front, the distinguished guests, the elders, and all comrades.

Distinguished guests and delegates, ladies and gentlemen of the Congress!

During the past term, closely following the direction of the Central Committee of the Vietnam Fatherland Front, under the leadership of Party committees at all levels and the attention of the government at all levels, the Fatherland Front at all levels in the province has inherited and promoted the tradition of national unity, proactively and effectively implementing the Resolution of the 18th Provincial Fatherland Front Congress, achieving many important results. In particular, the Fatherland Front at all levels has actively mobilized and gathered all strata of the people to participate in and effectively implement patriotic emulation movements and campaigns throughout the province. Outstanding among these are some major emulation movements and campaigns such as: "All people unite to build new rural areas and civilized urban areas," "Joining hands for the poor - leaving no one behind"...; For example, creative and distinctive emulation campaigns and movements in Thai Binh province include the emulation of building "Four Exemplary Pagodas," "Four Exemplary Parishes and Religious Communities," the "Friendly Government, Serving the People" model, building model Party branches, and many other creative movements at the local, unit, and grassroots levels. Through these emulation movements and campaigns, significant contributions have been made to achieving the province's goals and tasks, and especially to the province's socio-economic development, Party building, and the construction of the political system within the province.

In particular, in the face of the complex developments of the Covid-19 pandemic, responding to the call of the Presidium of the Central Committee of the Vietnam Fatherland Front on "All people participate in supporting the prevention and control of Covid-19", the Fatherland Front committees at all levels, member organizations and the entire political system of the province have actively mobilized all strata of the people, effectively mobilized and used resources, contributing to the effective prevention and control of the Covid-19 epidemic in the province.

Over the years, the Fatherland Front at all levels in the province has truly served as a bridge between the Party, the government, and the people, a place to express the will and aspirations of the people; it has done a good job of disseminating information and mobilizing the people to implement the Party's guidelines and policies, and the State's laws; it has effectively implemented coordination programs with the government at all levels and member organizations, thereby promptly grasping the thoughts and aspirations of the people, and promptly reflecting them to the Party committees and government, making an important contribution to creating consensus among the people in carrying out the local political tasks. The people's right to self-governance has been strongly promoted through activities participating in building and implementing grassroots democracy regulations; the role of religious dignitaries, officials, exemplary individuals with prestige, intellectuals, and scholars has been enhanced. The Fatherland Front system at all levels has been regularly consolidated and strengthened; The content and methods of operation have been reformed, strongly oriented towards the grassroots, effectively promoting the role of social supervision and criticism, and participating in building a clean and strong Party and government. In particular, during the past term, the Fatherland Front system coordinated with all levels of government to successfully organize the election of deputies to the 15th National Assembly and deputies to the People's Councils at all levels for the 2021-2026 term.

The results and achievements of the Fatherland Front at all levels during the past term have made a significant contribution to the successful completion of political tasks and the overall achievements of the Party Committee, government, and people of the province; thereby consolidating and enhancing the people's trust in the leadership of the Party and the administration of the government, creating a unified will between the Party and the people.

It can be affirmed that the contributions of the Fatherland Front at all levels in the province over the past period have been very important. At today's Congress, on behalf of the Provincial Party Committee, I would like to acknowledge, highly appreciate, and warmly commend and congratulate the achievements that the Fatherland Front at all levels in the province has achieved in the past term. I sincerely thank all strata of the people in the province for upholding the spirit of responsibility, solidarity, consensus, and support for the policies and guidelines of the Party and State, as well as the mechanisms and policies of the province, and for contributing to the important achievements of the province in recent years.

We would like to express our sincere gratitude to Comrade Do Van Chien, Member of the Political Bureau, Secretary of the Central Committee of the Communist Party of Vietnam, and Chairman of the Central Committee of the Vietnam Fatherland Front; and to the Standing Committee of the Central Committee of the Vietnam Fatherland Front for their close attention, guidance, and support over the past period, which has enabled the Thai Binh Provincial Fatherland Front Committee to always successfully fulfill its tasks. We sincerely hope to continue receiving the attention, guidance, and assistance of the Chairman of the Central Committee of the Vietnam Fatherland Front, the Standing Committee of the Central Committee of the Vietnam Fatherland Front, and the agencies of the Central Committee of the Vietnam Fatherland Front in the future, and for their kind sentiments towards Thai Binh.

The achievements during the past term are significant and encouraging, but compared to practical requirements, we must frankly acknowledge that the work of the Fatherland Front in the province still has limitations as mentioned in the political report presented to the Congress. In particular, the quality of implementing emulation movements and campaigns is not always high in some areas and in some cases; social supervision and criticism have not been carried out regularly. I propose that the Congress continue to discuss, clearly identify the causes, and propose solutions to overcome these shortcomings in order to build a truly strong Fatherland Front system at all levels in the province, better meeting the requirements and tasks of the new term.

Distinguished delegates!

After nearly four years of implementing the Resolution of the 20th Provincial Party Congress, we have achieved many important results, bringing Thai Binh into a new stage of development with many new opportunities and prospects. In the coming years, the global and regional situation will continue to be very complex and unpredictable. The military conflict between Russia and Ukraine is disrupting the global economy and politics. The "peaceful evolution" strategy of hostile forces aimed at undermining our Party, State, and regime is becoming increasingly dangerous. The socio-economic situation at home and in the province still faces many difficulties. Alongside opportunities and advantages, our province will also face many difficulties and challenges that require the concerted efforts of the Party Committee, government, and people of the province. The role and responsibility of the Fatherland Front at all levels is crucial in mobilizing, gathering, and promoting the strength of national unity, contributing to the successful implementation of the goals and tasks set forth in the Resolution of the 20th Provincial Party Congress, including the overall goal of accelerating the process of "building Thai Binh province into a developed province in the Red River Delta region".

I fundamentally agree with the direction, objectives, and action program reported at the Congress; I propose that the Congress seriously and fully study and incorporate the guiding remarks of Comrade Do Van Chien, Member of the Political Bureau, Secretary of the Central Committee of the Party, and Chairman of the Central Committee of the Vietnam Fatherland Front. On behalf of the Provincial Party Committee, I would like to emphasize and suggest some additional issues for the Congress to discuss, consider, and decide upon:

Firstly , years of experience have shown that the strength of national unity is a tremendous resource for the Party Committee and the people of the province, even during the most difficult times, in war or in peace. The Fatherland Front at all levels needs to continue to play a core role in consolidating and strengthening the national unity bloc; diversify forms of gathering, mobilizing, and uniting all strata of the people; actively mobilize and promote the role of religious leaders, officials, and influential figures in religious communities; and ensure high consensus and unity in thought and action, all for the goal of building and developing the province.

First and foremost, it is essential to effectively lead and coordinate with member organizations in disseminating information and mobilizing all segments of the population to participate in the effective implementation of the Party's guidelines, the State's policies and laws, and the province's regulations, and to participate effectively in carrying out the local political tasks.

Secondly , emulation movements and campaigns aimed at the people and at fulfilling the political tasks of localities and units have always received enthusiastic support and active participation from the vast majority of the people. The Fatherland Front at all levels needs to continue to play a core role in mobilizing and organizing the widespread and effective implementation of emulation movements to fulfill socio-economic development tasks and political tasks of the province, units, localities, and grassroots levels. The Fatherland Front at all levels and its member organizations need to proactively and creatively propose and launch practical emulation movements that focus on effectively addressing difficulties, obstacles, and urgent needs of the people and social life. Emulation movements must be based on genuinely promoting grassroots democracy, maximizing the people's right to self-governance, creating social consensus, contributing to building community spirit, strengthening close relationships between cadres, Party members and the people, promoting legal awareness, upholding discipline and the rule of law, and maintaining political security, order, and social safety in the area.

Thirdly , to effectively represent and protect the legitimate rights and interests of the people, the Fatherland Front at all levels must regularly listen to and understand the people's thoughts and aspirations, and promptly report them to Party committees and governments at all levels for immediate resolution at the grassroots level. It must further improve the quality of social supervision and criticism, especially in promptly identifying shortcomings or newly arising issues to report to local Party committees and governments for resolution and rectification. Emphasis should be placed on supervising the implementation of the Party and State's policies and guidelines, as well as socio-economic development programs and projects in the area; supervising the moral cultivation, lifestyle, and exemplary conduct of cadres and Party members, especially leaders and key officials, contributing to building increasingly clean and strong Party organizations and governments at all levels. Continue to focus on effectively organizing direct contact and dialogue between the heads of Party committees and government, National Assembly representatives, and representatives of people's councils at all levels with the people in the area.

Fourth , the Fatherland Front at all levels will continue to innovate the content and methods of its activities to ensure practicality and effectiveness, focusing its activities on the grassroots and residential areas. It will continue to consolidate and improve the organization and apparatus of the Fatherland Front at all levels and enhance its operational efficiency, thereby promoting the role of people's inspection committees, community investment monitoring committees, and the role of organizations in implementing grassroots democracy; and effectively implement regulations and coordination programs with government agencies and member organizations. Regular attention will be paid to training and developing the quality of Fatherland Front cadres, especially key cadres and full-time Fatherland Front officials at all levels, to ensure that the cadre meets the requirements of the tasks in the new situation.

Fifthly , in the coming period, the Fatherland Front in the province and its member organizations must actively participate in disseminating information about the Provincial Planning and strategic development orientations and aspirations of the province so that all strata of the people in the province understand and agree in its implementation. On the other hand, the Fatherland Front must also prepare to participate in contributing opinions to the draft documents of the Party Congresses at all levels for the 2025-2030 term; and participate in successfully organizing the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term. Distinguished delegates! At this solemn Congress, I propose that Party committees at all levels continue to strengthen their leadership and guidance over the activities of the Fatherland Front; All levels of government create the best possible conditions and focus on close coordination with the Fatherland Front at all levels, effectively implementing the coordination regulations signed with the Front, and together with the Front, promptly grasping the opinions, thoughts, and aspirations of the people to resolve issues in a timely manner, creating conditions for the Fatherland Front and political organizations to perform their duties well before the people.

Distinguished delegates!

At this Congress, we have the important task of electing the Committee, Standing Committee, Chairman, and Vice-Chairmen of the Provincial Fatherland Front Committee for the 19th term, 2024-2029. The preparation process for the Congress has been carried out thoroughly and meticulously according to procedures and regulations. We hope that the elders, dignitaries, and delegates will promote democracy and consensus to elect the most deserving individuals: those with competence, prestige, dedication, and high responsibility for the common good and the work of the Fatherland Front; with a reasonable structure of components, especially outstanding individuals from the working class, farmers, intellectuals, businesspeople, religious groups, etc., contributing to enhancing the image, position, and strength of the great national unity in the province in the coming time.

With its glorious traditions and achievements in the past term, we firmly believe that the Fatherland Front at all levels in the province will continue to unleash the potential, creativity, and intelligence of all strata of the people, unite the entire nation, create immense strength, and contribute to building a more prosperous, beautiful, and civilized Thai Binh homeland.

Also at this Congress, on behalf of the Provincial Party Committee, I call upon all the people of the province, and all the sons and daughters of Thai Binh living throughout the country, to always uphold the fine traditions of our homeland, strongly promote the strength of national unity, unite and wholeheartedly promote emulation, and strive to build a more prosperous and beautiful Thai Binh homeland.
