Ho Chi Minh City's Ring Road 3: Accelerating construction to prevent residents from having to use makeshift ladders to access their homes at the Tan Van intersection.

VOV.VN - The Ho Chi Minh City Ring Road 3 project, specifically the Tan Van intersection section (Binh Duong province), is under rapid construction. However, the construction process faces challenges as residential houses are located too close to the road, increasing the risk of subsidence. To ensure the safety of residents, the construction unit is implementing optimal solutions to prevent all risks.

The Ho Chi Minh City Ring Road 3 project, the section passing through Binh Duong , starts at the Tan Van intersection and ends at the Binh Goi bridge, with a total length of approximately 26.6 km. Of this, the 15.3 km section coinciding with the My Phuoc - Tan Van road was previously constructed.

The Tan Van interchange (the section passing through Di An City, Binh Duong province) is part of package XL1, with a length of approximately 2.4 km and a design featuring 3 levels and 5 bridge branches. Construction on this package began before the Lunar New Year of the Year of the Snake (2015), and to date, the completion rate has reached 12.3% of the contract volume.

Currently, the construction unit is digging deep to install drainage pipes, resulting in a significant difference in road surface level compared to the foundations of residents' houses, in some places the difference is nearly 2 meters.

To access their homes, residents have to use tall ladders, seriously impacting the daily lives and businesses of households in the area. Many have had to temporarily close their shops, waiting for the project to be completed before they can resume business.

Mr. Pham Xuan Loc, a resident affected by the project, shared: "My house has two street frontages, so I can still use the back entrance, but many people have no other way out, which is very inconvenient. I hope the project will be completed soon so that business can be more convenient. Our work involves trading, and the difficulties in transportation affect us greatly."

Similar to Mr. Loc's family, about 40 other households in this area are also very worried and hope that the construction unit will speed up the project's progress so that they can stabilize their lives.

According to the residents, this is a key national project, so they readily handed over their land when approached. Despite facing many inconveniences, they are still patiently waiting and hoping for the project to be completed soon, opening up opportunities for trade and commerce.

Mr. Pham Quang Vu, a resident of the area, said: "The project was designed and constructed this way, and our houses were built earlier, so there's a discrepancy now. We hope that after the project is completed, the construction unit will take measures to rectify the situation. We just hope the project will be implemented quickly."

Troubleshooting plan

Regarding this matter, the construction unit explained that the section of road where the drainage system is being constructed is located behind residential houses.

In the past, due to the uneven terrain, people built houses on slopes, utilizing the sloping land below to create basements.

When the Ring Road 3 project was implemented, the back of the houses were renovated by residents into kiosks for rent, resulting in a height difference between the house foundations and the road surface being excavated for drainage. After completion and leveling of the road foundation, the road surface is expected to be only about 30-40 cm lower than the house foundations, ensuring more convenient access.

In another section of the XL1 project, the excavation of drainage ditches also caused a "super-thin" house with one ground floor and three upper floors, located right next to the road under construction, to subside. Immediately after discovering the problem, the construction unit mobilized machinery to provide temporary support, preventing the house from collapsing. The entire family living in the house has been relocated to another place for safety.

Mr. Trinh Hai Dang, the project manager of Hai Dang Joint Stock Company (the contractor for a section of package XL1), said that the company had met with and listened to residents' concerns about the inconveniences. The contractor is trying to speed up the progress, increasing machinery and manpower to complete this section of the road as soon as possible.

Regarding the construction of drainage pipes close to residential houses, which poses a risk of subsidence for houses with very thin foundations on weak geological soil, the contractor has reported this to the investor for guidance on adjustments.

"The construction unit has reported to the investor, the supervisory consultant, as well as the technical design and construction drawing design units to hold a meeting and come up with a plan to move the sewer line away from the houses. For example, instead of building the sewer at the roadside, it will be moved to the middle of the road. However, the construction costs will change and the implementation time will be extended," Mr. Dang said.

According to the construction unit, package XL1 is expected to be completed in June 2026 to connect with other sections, leading to the completion of the Ho Chi Minh City Ring Road 3 with an estimated length in 2026. This will be a vital transportation artery linking the region and promoting the development of the Southern Key Economic Zone.
