[Video] Amendments to the Law on Geology and Minerals: Removing obstacles to serve construction works

On the morning of November 4, the National Assembly listened to the Presentation of Minister of Agriculture and Environment Tran Duc Thang and the Verification Report of Chairman of the Committee on Science, Technology and Environment Nguyen Thanh Hai on the draft Law amending and supplementing a number of articles of the Law on Geology and Minerals.

The draft consists of three articles, focusing on removing obstacles in licensing mechanisms, exploitation and use of minerals for key projects, public investment projects, PPP projects and emergency situations.

The draft proposes to give more power to the Chairman of the Provincial People's Committee in granting licenses for exploiting Group III and IV minerals to ensure timely sources of construction materials for the project; supplement regulations on criteria for delimiting areas where mining rights are not auctioned, expand the priority right to submit licensing applications to organizations that have already explored, and include a chapter on rare earth management regulations with strict sanctions.

The review committee basically agreed but noted the need to improve the post-inspection mechanism and risk control to avoid policy abuse, speculation in mine holding, and violation of planning, causing loss of resources and environmental pollution; and recommended careful consideration of decentralization and delegation of authority to ensure suitability with local management capacity and national security and defense.

The draft aims to speed up the implementation of important infrastructure projects, contributing to promoting socio-economic development and completing growth targets.
