Vietnam condemns terrorism in any form.

Referring to the attack in Dak Lak province on June 11, Ambassador Dang Hoang Giang affirmed that organizations and individuals directly involved or behind the attack will be punished in accordance with the level of violation.

On June 22-23, at the United Nations headquarters in New York (USA), the United Nations General Assembly (UNGA) discussed and approved the document of the 8th Review of the implementation of the UN Counter-Terrorism Strategy.

According to a VNA correspondent at the UN, at the meeting, member countries adopted the Resolution by consensus and discussed many important contents on implementing the UN Counter-Terrorism Strategy, including emerging threats, measures to improve the effectiveness of counter-terrorism, ensure compliance with international law and build capacity for member countries in counter-terrorism work.

Attending and speaking at the meeting, Ambassador Dang Hoang Giang, Head of the Permanent Delegation of Vietnam to the UN, assessed: Terrorism continues to be a serious threat to peace , stability and development globally.

Ambassador Dang Hoang Giang affirmed that the adoption of the document by consensus demonstrates the strong and unified message of the international community that terrorism in any form is not acceptable.

Regarding counter-terrorism measures, the Head of the Vietnamese Delegation said that a comprehensive approach is needed, not only in the traditional security and law enforcement fields, but also efforts should be made to address the root causes and catalysts for the formation and development of extremism, violence and terrorism.

The Vietnamese representative also emphasized the importance of international cooperation, information and experience sharing, and capacity building support in counter-terrorism, as well as the broad participation of social sectors, including IT service providers.

Referring to the incident that occurred in Dak Lak province on June 11, Ambassador Dang Hoang Giang emphasized that this was an organized act of terrorism targeting government offices, officials and civilians. He affirmed that organizations and individuals who directly carried out or were behind the incident would be punished in accordance with the level of violation.

The Head of the Vietnamese Delegation also reaffirmed Vietnam's stance in accordance with relevant UN documents, strongly condemning terrorism in all forms and manifestations, carried out by anyone, anywhere and for any purpose.

Vietnam requests relevant countries and international organizations to support and cooperate in investigating the incident as well as preventing similar actions in the future.

Previously, on June 20, at the "High-Level Conference of Heads of Counter-Terrorism Agencies of United Nations Member States" organized by the United Nations, Major General Pham Ngoc Viet, Director of the Department of Internal Security of the Ministry of Public Security, gave a speech clearly stating four terrorist threats from abroad that harm Vietnam's national security.

At this conference, the Director of the Department of Internal Security of the Ministry of Public Security affirmed that the actions of the group of people who attacked the government headquarters and people in Dak Lak province were organized terrorist crimes. He emphasized: "This is an organized terrorist activity, equipped with weapons; the behavior is very reckless, savage, and inhumane."

Also at the Counter-Terrorism Conference at the UN headquarters on June 19, 2023, UN Secretary-General Antonio Guterres called on countries to address the basic conditions that create conditions for terrorism to develop, including poverty.

Secretary-General Guterres stressed that although the world has achieved some significant achievements in recent years, terrorism and violent extremism "still take root and grow," so countries need to "unite to fight this global threat./.

The United Nations Counter-Terrorism Strategy was adopted in 2006 and is reviewed every two years, starting in 2009.

This is an important UN document that has been unanimously approved and implemented by countries with four main pillars, including:
1- Measures to address problems that are conditions leading to terrorism;
2- Measures to prevent and combat terrorism;
3- Measures to enhance the capacity of countries in counter-terrorism;
4- Measures to ensure human rights and the rule of law.
