On the occasion of the 65th anniversary of the establishment of diplomatic relations (1960-2025) and the Vietnam-Cuba Friendship Year, a delegation led by Minister of Justice Nguyen Hai Ninh paid a meaningful visit to Cuba from August 11-13. Vietnamese Ambassador to Cuba Le Quang Long also participated in the delegation's activities.
On August 11th, at the Palace of the Revolution, First Secretary and President of Cuba Miguel Díaz-Canel presided over a solemn reception for Minister Nguyen Hai Ninh. Also present at the reception were Deputy Prime Minister Eduardo Martinez Diaz and representatives from several Cuban ministries and agencies.
During the meeting, President Díaz-Canel affirmed that this was an opportunity for the Ministries of Justice of the two countries to exchange experiences in the processes of drafting legal norms and applying laws in socialist societies.
Particularly appreciating Vietnam's initiative in providing legal and technical assistance, President Diáz-Canel affirmed that he would provide comprehensive guidance to ensure the project achieves practical results. The Cuban side also shared Cuba's efforts in reforming the country and building socialism amidst difficulties, including the implementation of 29 financial autonomy mechanisms for export businesses, the expansion of electronic payments in the private sector, and the determination to implement the 2019 Constitution despite numerous challenges.
Thanking the Cuban President for the thoughtful reception, Minister Nguyen Hai Ninh highly appreciated the successful completion of the visit's objectives, which focused on strengthening legal cooperation and exchanging professional experience.

Minister Silveira emphasized: "It is an honor, a pleasure, and also a responsibility to welcome our Vietnamese colleagues – friends with whom we always consult in many of the Ministry's current tasks."
Minister Silveira provided detailed information on significant legal changes in Cuba, including digital transformation in legal services and the implementation of new regulations aimed at improving the Ministry's operational efficiency. According to the Cuban Minister of Justice, the lessons learned from Vietnam's reforms are invaluable assets for Cuba during this period of updating its development model and building socialism.
On this occasion, he invited his Vietnamese counterpart to attend the Juriscuba International Event – a leading prestigious forum on legal exchange in Cuba, scheduled to be held in February 2026.

For his part, Minister Nguyen Hai Ninh affirmed that Vietnam will never forget Cuba's acts of solidarity during the most difficult times of the resistance war to defend the Fatherland, and the friendship that Commander-in-Chief Fidel Castro showed when he visited the liberated areas.
The Minister shared Vietnam's groundbreaking experiences, particularly the "development-oriented" spirit stemming from Resolution 66-NQ/TW. The Minister also provided information on Vietnam's recent outstanding administrative reform achievements: the completion of the nationwide two-tier local government restructuring from July 1, 2025, and the record 38 laws/resolutions passed by the National Assembly during its May session alone.
Expressing his determination to stand alongside Cuba in facing new challenges and profound changes in the field of global law, Minister Nguyen Hai Ninh also honored Cuba as an example of revolutionary heroism, internationalism, and principles that serve as a guiding light in the construction of socialism.
"We are ready to work alongside Cuba to find innovative cooperation mechanisms, bringing bilateral relations to a level commensurate with our exemplary political friendship," Minister Nguyen Hai Ninh affirmed.

Immediately after the talks, the two sides officially signed a cooperation agreement to implement the "Technical Support Project to Enhance Capacity for Lawmaking and Enforcement in Cuba" - Vietnam's first institutional technical assistance project for a foreign country and one of the few projects to receive the absolute consensus of the Vietnamese Government.
The project includes the transfer of experience in legal reform, support for digital transformation in the judicial sector, and the provision of 200 modern computers to the Cuban Ministry of Justice. Both ministers agreed that this agreement will significantly enhance the functional capacity of the Cuban Ministry of Justice and improve the quality of service to the people. The signing also holds special significance as it commemorates the 99th anniversary of President Fidel Castro's birth (August 13) and looks forward to the 100th anniversary of this historical leader's birth in 2026.
The bilateral talks concluded with a symbolic presentation of 20 computer sets – a gift from the delegation – and an invitation for Minister Silveira to visit Vietnam in the near future.
The bilateral legal assistance relationship has been firmly established since the 2013 Memorandum of Cooperation, with six ongoing cooperation programs and eight high-level exchange delegations. Since then, the two sides have signed numerous agreements promoting specialized training, exchanging experiences in registration and notarization work, computerizing services, researching legislative techniques, and sharing professional documents. In particular, the cooperative relationship was further strengthened after the visit of General Secretary and President To Lam to Cuba in September 2024, affirming the determination to overcome all challenges in bilateral cooperation.
