Persistent, flexible, and decisive in management.
2025 marks the final year of the 2021-2025 five-year plan, marked by numerous complex changes. However, thanks to the close leadership of the Provincial Party Committee, the strict supervision of the Provincial People's Council, the coordination of the Provincial Committee of the Vietnam Fatherland Front, and the support of voters, citizens, and businesses, the Provincial People's Committee has flexibly implemented comprehensive solutions, particularly maintaining the principle of governance: "clear objectives - focused - timely - effective".
As a result, the province's socio-economic situation has achieved many positive results, with 18 out of 24 key indicators completed and exceeding the plan.
Furthermore, it must be frankly acknowledged that there are still 6 targets that have not been met compared to the resolution, including: the estimated GRDP growth rate for 2025, according to the General Statistics Office, is only 5.84%, lower than the set target, but we are still striving in the final days of the year to achieve the highest possible level, aiming for the 8% target; GRDP per capita; the proportion of agricultural and non-agricultural economic sectors; social housing targets; the percentage of school-aged children; the poverty rate, etc.
The Provincial People's Committee is focusing on directing inspections, supervision, and resolving difficulties, while also requiring the heads of units to take direct responsibility if issues raised by voters and representatives remain unresolved or prolonged.
Besides the achievements, some key targets have not yet been met as set out in the resolution and plan, such as: the process of reforming the growth model and restructuring the economy is still slow; the economic scale of each locality is still small and fragmented; the ability to respond to and mitigate the impacts of climate change, riverbank and coastal erosion, saltwater intrusion, and sea level rise is still limited…
Speed up, focus, and be efficient.
Regarding the direction and tasks for 2026, the Provincial People's Committee has set 29 targets in 4 fields, including: (1) Economic targets: 7 targets, including striving for a growth rate of gross provincial product (GRDP) at constant prices of 10% (Area I increased by 3.01%; Area II increased by 17.10%; Area III increased by 11.19%; Product tax minus product subsidies increased by 9.39%; (2) Cultural-social targets: 15 targets; (3) Environmental targets: 5 targets; (4) National defense-security targets: 2 targets.
To achieve the 10% growth target and other indicators in 2026, the Provincial People's Committee will focus on directing the effective implementation of key tasks. Specifically, it will develop a flexible agricultural production plan that adapts to climate change and market fluctuations; and ensure that the overall production value of the entire sector reaches at least 3%.
Develop concentrated agricultural production areas focusing on products with competitive advantages for the province; prioritize the development of smart agriculture and the application of high technology; concentrate large-scale commodity production along the value chain; and diversify OCOP products.
Expand the sustainable development model of the 1 million hectare project for high-quality, low-emission rice cultivation. In addition, bring three 174MW wind power plants into operation; and complete five more wind power projects with a total capacity of 329.56MW by the end of 2026...
Investing in key infrastructure such as: the smart agricultural value chain project adapting to climate change, Dinh Khao bridge, the coastal corridor road, the road connecting National Highway 60 and National Highway 54, etc., contributed to boosting regional growth and achieving the target of 15.65%.
Accelerate the implementation and disbursement of public investment projects. Call for investment in the development of port and logistics services, effectively exploiting various modes of transport including road, inland waterway, and sea; promote the application of information technology, enhance competitiveness, labor productivity, and the quality of logistics services.
At the same time, the goal is to increase total export turnover by 12% in 2026 compared to 2025. The target is also to reach 9.8 million tourist arrivals to the province...
A new vision for the period 2026-2030
Regarding the socio-economic development plan for the 5-year period 2026-2030, the Provincial People's Committee has set a target of achieving an average annual GRDP growth rate of 10%. To achieve this goal, the province will vigorously implement 6 key tasks and 3 strategic breakthroughs as outlined in the Resolution of the First Provincial Party Congress.
Focus on implementing the Provincial Planning for the period 2021-2030, with a vision to 2050, closely linking socio-economic infrastructure development with the requirements of regional integration and linkages. Breakthroughs in infrastructure must go hand in hand with breakthroughs in the development of high-quality human resources, especially for key economic sectors and promising emerging fields such as the digital economy, green economy, renewable energy, logistics, and high-quality tourism.
Implement decisively and effectively the key resolutions of the Politburo, focusing on concretizing the tasks and breakthrough solutions outlined in Politburo Resolution No. 57-NQ/TW and Resolution No. 68-NQ/TW.
Breakthroughs in investing in the development of a comprehensive and modern socio-economic infrastructure. Breakthroughs in improving the quality of human resources, especially those serving key and emerging socio-economic sectors.
