Public investment capital managed by localities reached over 10,100 billion VND

Recently, Lao Cai province has continued to accelerate the disbursement of public investment capital in the fourth quarter of 2025 to complete the goals for the 2021-2025 period.

Accordingly, the province has stepped up its focus on reviewing and removing procedural obstacles, increasing disbursement, especially for projects to overcome the consequences of natural disasters, key projects, site clearance work and national target programs; sectors and authorities at all levels have proactively coordinated and promptly handled difficulties to ensure investment progress and efficiency.

Estimated investment capital from locally managed capital sources in the first 11 months of 2025 reached more than VND 10,113 billion; in November 2025 alone, it reached VND 1,250.5 billion, up 3.22% over the previous month and up 11.43% over the same period last year, of which: provincial budget capital is estimated at more than VND 628 billion; central budget capital supporting targeted investment is estimated at nearly VND 497 billion; foreign capital (ODA) is estimated at more than VND 47 billion; capital of state-owned enterprises is estimated at more than VND 12 billion; other capital is estimated at nearly VND 66 billion.

To complete the disbursement of public investment capital in 2025, the province is accelerating the progress of many key urban and transport infrastructure projects to promote socio-economic development, including: Lao Cai - Hanoi - Hai Phong Railway project (expected to start construction on December 19, 2025, with 590 billion VND in advance for site clearance), Noi Bai - Lao Cai Expressway expansion, Yen Bai - Lao Cai section (started construction on October 1, 2025, expected to be completed by the end of 2026), Sa Pa Airport (expected to start construction in the fourth quarter of 2025) and the Northern Mountainous Transport Connection project connecting Nghia Lo - Lai Chau (expected to be operational in 2026).

At the same time, the projects of Lang Giang bridge, Phu Thinh bridge, the road connecting Lang Giang bridge to National Highway 70, the extended Tran Hung Dao road, the IC18 and IC19 intersections, the road connecting National Highway 37 (IC15) and National Highway 32 (IC14) with Noi Bai - Lao Cai expressway are also being accelerated...

According to Lao Cai Provincial Statistics, as of October 30, 2025, disbursement of public investment capital through the TABMIS system (Treasury and Budget Management Information System) reached nearly VND 8,800 billion (reaching more than 48% of the plan), of which central capital reached nearly 38%, local capital reached nearly 49%.

The slow disbursement is mainly due to problems with investment preparation procedures, slow site clearance, overlapping mineral planning, lack of consensus among people, slow progress in land use fee collection, fluctuations in raw material prices and difficulties in transportation on complex terrain.

To overcome this, the province has reviewed and transferred capital to projects with good progress, accelerated acceptance and payment; provided construction materials, removed difficulties at the construction site; resolutely handled violating contractors and strictly controlled quality, technique and safety.
