The Office of the People's Committee of Quang Nam province has just issued a notice summarizing the conclusions of the Chairman of the People's Committee, Le Van Dung, at a meeting on strengthening state management in mineral activities and auctioning mineral exploitation rights in the province.

Regarding the auction of mineral exploitation rights at the DB2B sand mine (Dien Tho commune, Dien Ban town), the Chairman of the People's Committee of Quang Nam province requested the provincial police to continue investigating.

"In cases where organizations or individuals commit violations that constitute a crime, they should be prosecuted and punished to deter and educate ; resolutely prevent and restore order and discipline in the auction of mineral exploitation rights in the area," Mr. Le Van Dung requested.

The Chairman of Quang Nam also directed the units licensed to exploit minerals to strictly comply with the installation and maintenance of weighing stations and surveillance cameras at warehouses, storage yards, and locations where raw minerals are transported out of the mines...

The Department of Natural Resources and Environment, the Department of Planning and Investment, and other relevant agencies must provide guidance, conduct inspections, and minimize the time required to process procedures for mineral exploration, approval, and licensing.

"During the process of handling applications and procedures, only necessary opinions from relevant functional agencies should be sought. The agencies and localities to which opinions are requested must provide written responses within no more than 7 days from the date of receiving the request," Mr. Le Van Dung emphasized.

The announcement also stated that the management of mineral activities in Quang Nam still has some limitations and shortcomings, such as: a shortage of supply of earth fill materials, sand, and construction stone for construction projects; actual purchase prices are higher than the prices announced by the authorities; and the management and supervision of actual mining output at the mines are not yet strict enough,...

In particular, during the auctioning of mineral exploitation rights, there are signs that some organizations and individuals are colluding and taking advantage of participating in the auction to manipulate and disrupt the market for personal gain.

The processing time for procedures related to investment, environment, exploration permits, reserve approval, and mineral exploitation licenses is still too long.

The proposal to delimit some mineral areas without auction to supply materials for the construction of some key projects in the area is not timely enough to resolve the difficulty in the supply of soil and sand materials that are in short supply.

The Chairman of the People's Committee of Quang Nam province requested that relevant departments and localities promptly rectify and overcome the aforementioned shortcomings and limitations.
