On February 10, Mr. Nguyen Van Nghia - Director of the Dak Nong Province Construction Investment Project Management Board - said that he had received notice of the cause of landslides 5 times in the survey package, design and construction drawings for the leveling and slope protection item (package 02XL), belonging to the technical infrastructure project inside and outside the fence of Nhan Co Industrial Park (Dak R'lap district, Dak Nong).
Cause of landslides 5 times at the project in Nhan Co Industrial Park
According to the announcement of Dak Nong Department of Construction, the landslide incident at package 02XL of the technical infrastructure project inside and outside the fence of Nhan Co Industrial Park (investment level of 1,600 billion VND) occurred in 2020 and has lasted until now, causing the entire project to be incomplete.
The cause of landslides during construction occurred 5 times from August 2018 to October 2020 due to the lack of underground drainage solutions, leading to instability of the entire block.
Specifically, the calculated stability coefficient does not meet the required stability coefficient according to the appraisal results with the embankment material at the density K90 corresponding to the actual groundwater level.

Besides, the actual groundwater level according to the appraisal results is much higher than the groundwater level calculated in the design drawing documents.
According to the analysis of Dak Nong Department of Construction, the groundwater level in the filled soil block is due to rainwater seeping down, groundwater seeping in after the filled soil block; the filled soil material at K90 density is of moderate permeability type, accounting for 20% and low permeability type 80%, distributed interspersed in depth and horizontally.
In addition, the construction quality of contractors does not meet the required tightness of K90, increasing the permeability of the filling material, leading to faster landslides.

From the above conclusion, Dak Nong Department of Construction requested the Dak Nong Provincial Construction Investment Project Management Board (investor) to develop a plan and organize the remediation of the 02XL package collapse incident in accordance with regulations.
Regarding this issue, Mr. Nguyen Van Nghia - Director of the Dak Nong Province Construction Investment Project Management Board - said that after receiving the results of the cause assessment, the unit is implementing procedures to develop a plan to overcome the landslide incident and submit it to the Provincial People's Committee for approval.
"We have now determined the cause of the landslide, so we are asking relevant units to calculate a solution. How the solution will be implemented, where the funding will come from... are being calculated and proposed," said Mr. Nghia.
5 landslides, causing damage of 55 billion VND
From 2018 to 2020, there were 5 landslide incidents at the 02XL package of Nhan Co Industrial Park , causing damage of more than 55 billion VND.
Regarding this case, at the first instance trial on November 15, 2024, the Dak Nong Provincial People's Court sentenced the defendants who committed violations in this case from 1 year and 3 months to 8 years in prison for "violating construction regulations causing serious consequences" and "lack of responsibility causing serious consequences".
