Develop an action plan and be ready to implement it immediately with Ho Chi Minh City once the new resolution is issued.

On June 21, the Executive Committee of the Thu Duc City Party Committee held its mid-term conference for the 2020-2025 term. Comrade Nguyen Ho Hai, Deputy Secretary of the Ho Chi Minh City Party Committee, attended the conference.

Boldly incorporate new ideas into the master plan.

Speaking at the conference, Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Ho Hai reviewed many achievements that the Thu Duc City Party Committee has accomplished since its establishment. He noted that, in the context of many difficulties and challenges, with political determination and continuous efforts, the Thu Duc City Party Committee has strived to complete the set targets and tasks.

According to you, at the time the Executive Committee of the Thu Duc City Party Committee issued Resolution No. 05 on leading and directing the implementation of the political tasks of the Thu Duc City Party Committee for the period 2021-2025, Thu Duc City did not have any mechanisms or policies that were different from those of a district-level administrative unit. However, currently, Thu Duc City is facing a huge opportunity brought about by Resolution No. 31 of the Politburo and the Resolution of the National Assembly replacing Resolution 54 on piloting some special mechanisms and policies for the development of Ho Chi Minh City.

Comrade Nguyen Ho Hai emphasized that the Thu Duc City government will be delegated and authorized by the Ho Chi Minh City government to carry out certain tasks and powers in several very important areas. “These mechanisms and policies are truly a leverage that will give Thu Duc City sufficient authority in management and administration. Therefore, the Thu Duc City Party Committee will focus its leadership and guidance tasks for the remaining half of its term on developing action programs and plans, ready to implement them together with Ho Chi Minh City as soon as the resolution takes effect,” Comrade Nguyen Ho Hai noted.

In particular, Thu Duc City needs to focus on promoting the development of socio -economic infrastructure in the area, with a focus on ensuring the progress of the construction of Ring Road 3 and other key projects.

At the same time, closely adhering to Resolution 26 of the Ho Chi Minh City Party Committee on focusing investment on completing the Thu Thiem New Urban Area before 2030, the department will implement tasks within its responsibilities and authority. It will focus on decisively resolving complaints and lawsuits related to compensation, support, and resettlement in the Thu Thiem New Urban Area and several other projects in the area, with the spirit of prioritizing public awareness campaigns, education, persuasion, and mobilization; ensuring compliance with policies and laws; and applying policies and regulations flexibly, fairly, and reasonably, ensuring the rights of the people in each specific case and circumstance.

At the same time, focus more on Party building and rectification, consolidating and improving the quality of grassroots Party organizations and developing Party members. Strengthen inspection and supervision work to prevent and combat corruption and negative phenomena, and prevent manifestations of ideological, political, moral, and lifestyle degradation.

Following the directives of the Deputy Secretary of the Ho Chi Minh City Party Committee, Nguyen Ho Hai, the Secretary of the Thu Duc City Party Committee, Nguyen Huu Hiep, also informed that the Thu Duc City Party Committee will hold a conference to prepare for the issuance of a resolution guiding the political system and people of Thu Duc City to effectively implement the new resolution replacing Resolution 54.

The Thu Duc City Party Committee has 77 grassroots party branches and committees with nearly 24,900 party members. Resolution 05 of the Thu Duc City Party Committee's Executive Committee sets out 35 key targets across various fields. To date, the Thu Duc City Party Committee has achieved and exceeded 28 targets.

From its inception and throughout its term, the Executive Committee and Standing Committee of the Thu Duc City Party Committee have promptly begun their work, focusing on developing and promulgating regulations, rules, programs, and plans that provide a framework for leadership, guidance, and management by the Party Committee during the 2021-2025 period. Simultaneously, they have focused on leading and stabilizing the organizational structure, arranging the offices of agencies and units under the Thu Duc City Party Committee, and establishing grassroots Party organizations in accordance with regulations.

Annual inspection and supervision work is focused and targeted, closely adhering to the political tasks of the City Party Committee. The Party Committee organizes the dissemination, implementation, and issuance of plans to lead and direct the effective execution of regulations, programs, and plans from higher levels.

Since the beginning of the term, the Standing Committee of the Thu Duc City Party Committee and its subordinate units have inspected 260 Party organizations and 236 Party members; and supervised 250 Party organizations and 243 Party members. The City Party Committee's Inspection Committee and its subordinate units have inspected 76 Party organizations and 89 Party members when there were signs of violations. Through these inspections, disciplinary action was taken against 68 Party members. The Thu Duc City Party Committee's Inspection Committee also issued 11 decisions to suspend the Party membership of Party members. To date, the Thu Duc City Party Committee has received and processed 476 complaints, petitions, and grievances.
