Building a clean and strong Party is the premise to strengthen people's trust.

Building the Party and the government means building the people's trust in the Party. During the first half of the 2020-2025 term, Party building work in the province has contributed to further strengthening the people's trust in the Party.

That belief will be further strengthened as the entire political system in the province strives to build a clean and strong Party organization; further promoting the strength of national unity. From there, it will amplify the spirit of self-reliance and the aspiration to build a more prosperous and developed Binh Thuan homeland.

Strong in politics , ideology, morality, organization, and personnel.

It can be said that in the first half of the 2020-2025 term, the implementation of the Resolution of the 13th National Congress of the Party, the Resolution of the 14th Provincial Party Congress, and the Resolutions of Party Congresses at all levels took place under challenging conditions, such as: the Covid-19 pandemic, which seriously affected all sectors; the complex developments in the global and regional economic and political situation; high inflation in some countries; and especially the fear of making mistakes and taking responsibility in advising and carrying out professional tasks among a segment of cadres, civil servants, and public employees; some cadres and Party members lacked self-cultivation and training, showing signs of moral and lifestyle degradation, violating the law and being subject to review, disciplinary action, and in some cases, criminal prosecution, which impacted the thoughts and feelings of cadres, Party members, and the people. However, Party committees and organizations at all levels in the province have focused on leading, directing, and leveraging the strength of the entire political system, simultaneously concentrating on COVID-19 prevention and control while overcoming difficulties, resolving obstacles, and innovating working methods and procedures to achieve positive results in Party building tasks. Highlights include the improvement of political and ideological work, and the development of ethics and culture within Party organizations and among cadres and Party members. Accordingly, the implementation of research, study, and dissemination of the Resolution of the 13th National Party Congress, resolutions and conclusions of Central Committee meetings, and directives and conclusions of the Politburo and the Central Secretariat have been carried out seriously and promptly; the content, methods, and forms of learning have been innovated, such as combining in-person and online methods, ensuring improved quality and saving time and costs. In addition, the province directed and guided the organization of a political activity campaign with the theme "Keeping the Party Member's Oath" at all levels of Party committees, Party organizations, leading and managing cadres at all levels, and Party members throughout the province. The focus was on studying, learning, and thoroughly understanding Conclusion No. 21-KL/TW of the Central Committee of the Party (13th term) and the work "Some Theoretical and Practical Issues on Socialism and the Path to Socialism in Vietnam". Through this political activity campaign, each individual gained a fuller and deeper understanding of the honor, pride, and responsibility of a cadre and Party member regarding the oath before the Party flag, the promise to the organization and the people, contributing to raising self-awareness in self-cultivation, self-reflection, self-correction, and preventing ideological and political degradation, moral decay, and manifestations of "self-evolution" and "self-transformation" among cadres and Party members. The Party and political system are being built to be increasingly clean and strong. The study and emulation of Ho Chi Minh's ideology, ethics, and style continue to be widely implemented and spread throughout society, with more and more exemplary models and advanced examples emerging in various fields.

In the work of protecting the Party's ideological foundation and combating and refuting erroneous and deviant viewpoints in the province, many positive results have been achieved. This is most clearly demonstrated in the prevention and neutralization of websites, fanpages, groups, and social media platforms that publish false information; and in the collection of information and consolidation of evidence to support the fight against and handling of these issues. The Provincial Party Standing Committee leads and directs the work of protecting the Party's ideological foundation, preventing and combating the conspiracies and activities of "peaceful evolution," and refuting the erroneous viewpoints of hostile forces. It directs localities and units to strengthen monitoring of public opinion and social media platforms; and at the same time, guides propaganda agencies, cadres, Party members, soldiers, and the general public to post and share official information to create a wider impact in the community.

The leadership capacity and fighting strength of grassroots Party organizations have been increasingly enhanced. The quality of Party branch meetings has seen many positive changes. The results of developing new Party members have met and exceeded the set targets. The successful organization of the elections for National Assembly and People's Council representatives at all levels, as well as the congresses of Party branches under the grassroots Party committee for the 2022-2025 term, have been carried out. The review, evaluation, and classification of the quality of grassroots Party organizations, Party members, and collective and individual leaders and managers at all levels have been conducted seriously and are becoming increasingly substantive.

Regarding Party inspection, supervision, and disciplinary enforcement, these tasks have been carried out seriously; the quality of inspections and supervisions has improved, and the content of inspections and supervision is increasingly aligned with the requirements of Party building and the tasks of each Party committee and organization; inspections of Party organizations and members when there are signs of violations have been focused; the handling of petitions, complaints, and denunciations, and the enforcement of Party discipline have been carried out according to procedures and regulations. In addition, the fight against corruption, the practice of thrift, and the prevention of waste have been focused on and directed with high determination; many outstanding and prominent cases have been addressed with focused direction and achieved results.

Further strengthen the people's trust.

The results of the province's Party building work over the past period have contributed to enhancing the political fortitude of cadres and Party members, strengthening internal unity; and further consolidating the trust of cadres, Party members, and the people in the Party, the State, and the regime. This has created social consensus in jointly fulfilling the political tasks of the year and the entire term.

And recognizing that 2023 is the mid-term year, this is a turning point for making in-depth, high-quality decisions and undertakings to achieve the goals. Therefore, in Party building work, Binh Thuan must further strengthen the aspects mentioned above.

Many solutions have been proposed. Accordingly, Binh Thuan will continue to closely adhere to the Resolution of the 14th Provincial Party Congress to focus on successfully completing the tasks and targets set forth. Leadership, guidance, dissemination, and effective implementation of the specialized resolutions issued by the Provincial Party Committee (14th term) will be ensured. Continue to strictly implement Conclusion No. 01-KL/TW, dated May 18, 2021, of the Politburo (13th term) on continuing to implement Directive No. 05-CT/TW of the Politburo (12th term) on continuing to promote the study and emulation of Ho Chi Minh's thought, morality, and style, in conjunction with Central Resolution 4 (11th and 12th terms), and Conclusion No. 21-KL/TW of the Central Committee of the Party (13th term) on strengthening the building and rectification of the Party and the political system, resolutely preventing, repelling, and strictly handling cadres and Party members who have degenerated in political ideology, morality, and lifestyle, and exhibiting "self-evolution" and "self-transformation". At the same time, Party committees and organizations at all levels in the province must be proactive, creative, highly determined, make great efforts, and act decisively; make the most of opportunities, advantages, and other favorable conditions; and effectively overcome remaining shortcomings. Address shortcomings and weaknesses. Implement the motto "Unity - Democracy - Wisdom - Innovation - Development". Continue to strive and create stronger transformations in Party building and rectification work, determined to complete and exceed all set targets for Party building work.

Binh Thuan province has also set several key targets, including an average annual development of 2,000 Party members and over 75% of grassroots Party organizations and higher-level Party organizations being rated as having completed their tasks well or better, as stipulated in the Resolution of the Provincial Party Congress for the 2020-2025 term. Annually during the 2020-2025 term, over 85% of Party members will be assessed and rated as having completed their tasks well or better, and at least 10% of Party members will be rated as having completed their tasks excellently among those who have completed their tasks well. The province aims to establish at least 3 Party organizations in non-state-owned enterprises annually; and strives to have 100% of industrial parks with Party organizations by 2025.
