On November 4, at the headquarters of the Ministry of Agriculture and Environment , Deputy Minister Nguyen Thi Phuong Hoa chaired a working session with the Vietnam Administration of Seas and Islands on the project "Developing the Hai Phong - Quang Ninh area to become a modern, international, leading maritime economic center in Southeast Asia and a driving force for development in the region".

According to Mr. Nguyen Duc Toan, Director of the Vietnam Sea and Islands Administration, the Project was built on the basis of Resolution No. 30-NQ/TW of the Politburo on socio-economic development and ensuring national defense and security in the Red River Delta region to 2030, with a vision to 2045.
During the drafting process, the Department relied on the existing data system, supplemented practical information on marine economic development in the Hai Phong - Quang Ninh region and referred to international experiences from countries such as Germany, Korea, Singapore, Malaysia, Indonesia...
The draft Project has received high consensus from ministries, branches, localities and experts. In terms of development perspective, the Project emphasizes its conformity with the orientation and vision of national development; the spirit of the Resolution of the 13th National Congress of the Party; Resolution No. 30-NQ/TW of the Politburo; national planning, planning of the Red River Delta; and related planning for Hai Phong city and Quang Ninh province.

At the same time, promote natural advantages, geographical location, and ecosystem diversity to form a modern marine economic center. In particular, Quang Ninh is oriented to become an international marine tourism center, while Hai Phong develops into a modern logistics center, connecting the region and the world.
The goal by 2030 is to build the Hai Phong - Quang Ninh area into a leading maritime economic center in Southeast Asia, including economic zones, free trade zones, smart cities, climate change adaptation; a center for research and innovation in the maritime economy; at the same time, preserving natural and cultural heritage and linking economic development with ensuring national defense and security.
The project also identifies eight priority task groups, focusing on developing key marine economic sectors such as tourism, maritime, aquaculture - seafood exploitation, coastal industry, renewable energy; environmental protection, infrastructure development, culture - society and ensuring national defense and security.
Regarding the implementation, Mr. Nguyen Duc Toan said that the Project is inter-sectoral and regional in nature, contributing to promoting the development of the Red River Delta. Therefore, the Department proposed to establish the Hai Phong - Quang Ninh Marine Economic Center Coordination Board, under the Red River Delta Coordination Council, to ensure timely, focused and effective direction.
At the meeting, representatives of leaders of some affiliated units requested the Vietnam Sea and Islands Administration to supplement and clarify preferential and outstanding mechanisms and policies in the Project; at the same time, supplement the list of priority tasks and projects to be implemented in the period up to 2030 and the period 2030 - 2045. In addition, there should be goals, viewpoints and solutions related to the protection of the marine and island environment to ensure sustainable development.
Deputy Minister Nguyen Thi Phuong Hoa requested the Vietnam Sea and Islands Administration to study and fully absorb the opinions of the delegates, continue to complete the Project in a feasible and synchronous direction, linked to the strategy for sustainable development of Vietnam's marine economy. At the same time, closely coordinate with Hai Phong city and Quang Ninh province, ensuring that the goals and targets of the Project are consistent with the Resolution of the Party Congress of the two localities, the targets assigned by the Central Government and the development orientation of the Red River Delta region.
The Deputy Minister emphasized that the construction of the Hai Phong - Quang Ninh Marine Economic Center not only aims to create momentum for regional development, but also contributes to the goal of making Vietnam a strong maritime nation, rich from the sea, with harmonious development between economy, society, environment and national defense and security.
