Building a real and sustainable learning society

Building a learning society is an important task, contributing to improving people's knowledge, training human resources and nurturing talents to serve socio-economic development. To achieve that goal, all levels, sectors and localities in the province have implemented many practical solutions, encouraging lifelong learning, creating conditions for people to study anywhere, anytime, aiming to build a real and sustainable learning society.

The Chairman of the Provincial People's Committee and the Chairman of the Provincial Association for Promotion of Education awarded the "Learning Never Ends" scholarship to teacher Lo Thi Vinh.

Mr. Nguyen Ngoc Quang, Deputy Director of the Department of Education and Training, informed: Implementing the Project on Building a Learning Society for the period 2021 - 2030 (Project 1373), the province has established a Steering Committee and developed an implementation plan. As a standing agency, every year, the Department has advised on the implementation of related tasks and built a budget estimate for implementation. Coordinated with departments, branches, press agencies and local authorities to promote extensive propaganda on building a learning society... Regularly maintained the columns of Encouragement of Learning, Dissemination of Knowledge, Books and Life... published in publications of Son La Newspaper and Radio and Television.

Currently, 100% of educational institutions in the province deploy educational management software provided by network operators; effectively exploit the electronic learning materials warehouse of the Ministry of Education and Training, build a shared electronic video lecture system throughout the province; use applications (Zoom, Google Meet, K12Online, Microsoft Teams...) to serve online teaching and learning; build 20,425 learning materials for all levels. Thereby, helping to promote the application of technology in education, helping students and people access learning easily, anytime, anywhere.

The Provincial Steering Committee for Building a Learning Society worked with the Survey Team of the Ministry of Education and Training on the implementation of building a learning society.

Thanks to her active learning and improvement of teaching quality, in 2024, teacher Lo Thi Vinh, lecturer of the Faculty of Culture, Arts & Tourism , Son La College, won the title of Outstanding Young Teacher at the provincial level, participated in the Vocational Education Teacher Teaching Competition and won the third prize nationwide and the first prize at the provincial level. In early 2025, she was honored to be one of 173 individuals to be considered for the "Learning Never Ends" scholarship. Ms. Vinh shared: I constantly learn and apply many electronic learning tools to access knowledge quickly, anytime, anywhere and apply it to practical work.

In localities, community learning centers have played a good role in supporting and concretizing the goal of building a learning society from the grassroots. With the motto "learn what is needed", community learning centers regularly coordinate to organize training classes, disseminate knowledge, transfer production techniques, teach about cultural preservation, eliminate illiteracy... In the 2024 - 2025 school year, the whole province opened 45 new literacy classes, with 1,567 students. The rate of people aged 15-25 who are literate at level 2 reached 99.1%; those aged 15-35 reached 98.9%; those aged 15-60 reached 96%. Son La province maintains the level 2 literacy standard. Up to now, the rate of mobilizing 5-year-old children to go to class reached 99.96%; the rate of 6-year-old children entering grade 1 reached 99.94%; The rate of 11-year-old children completing primary school reached 93.48%; the rate of students aged 15-18 with a junior high school diploma reached 90.3%.

The whole province currently has over 344,200 "learning citizens"; 81.56% of families are recognized as "Learning Families"; 74% of clans are recognized as "Learning Clans" and 97.9% of units are recognized as "Learning Units"; there are 97 "Learning Communities" and 31 "Provincial-level Learning Units" with good classification.

The Border Guard Command, Provincial Military Command is one of the typical units in mobilizing socialized funding to build a learning society. Lieutenant Colonel Vi Van Chuong, Deputy Chief of Political Affairs, Provincial Border Guard Command, said: From 2021 to now, border posts have sponsored 49 children from primary to high school in the border area; brought 9 children to border posts to directly raise and send them to school... Coordinated to mobilize the construction of 5 works serving educational work in border areas with a total value of 1.3 billion VND.

Teachers and students of Phu Yen Boarding Secondary and High School for Ethnic Minorities exchange knowledge outside of class hours.

Promoting the building of a learning society in the new period, the Department of Education and Training continues to be proactive in advising and coordinating the implementation of tasks to ensure continuity and consistency, consistent with the 2-level local government model. Advising on the effective implementation of the Project "Building a learning society for the period 2021 - 2030" in the province, creating a legal corridor and ensuring funding for maintaining and expanding lifelong learning models in the locality, contributing to building a dynamic, creative and integrated learning society in the digital age.
