The plot of the defendants who masterminded the terrorist attack on the commune headquarters in Dak Lak was to establish a "Dega State" in the Central Highlands.
On January 16, the People's Court of Dak Lak province opened the first instance trial for the defendants involved in the terrorist attack on the headquarters of two communes, Ea Ktur and Ea Tieu, Cu Kuin district.
Security is strictly protected
The mobile trial in Ea Tam Ward, Buon Ma Thuot City (Dak Lak) is expected to last for 10 days. Of the 100 defendants, 53 will be tried for terrorism against the people's government; 39 for terrorism; 1 for organizing illegal entry and exit for others; 1 for concealing criminals. In addition, 6 defendants abroad will be tried in absentia for terrorism.

The panel of judges has 5 members, including 2 judges and 3 people's assessors. Judge Nguyen Duy Huu presided over the trial. 4 prosecutors of the Dak Lak Provincial People's Procuracy were assigned to practice the right to prosecute and supervise the trial. The trial had 19 lawyers and legal assistants registered to participate in the trial. The court also summoned many organizations and individuals with rights and obligations related to the trial. From early morning, security was strictly protected at the trial site. Today, the court of first instance spent most of its time on the procedures and checking the defendants' backgrounds, after which the Dak Lak Provincial People's Procuracy read the indictment of the case.
Plot to establish "Dega State" in the Central Highlands
According to the indictment, since 2015, Y Mut Mlô, the leader of the "Montagnard Support Group" in the US (abbreviated as MSGI), has regularly contacted, connected, and enticed H Wuêñ Êban (Amí Sân) to participate in conducting armed activities, killing people, and destroying property of agencies, organizations, and individuals to cause panic among the people and disrupt security and order in Dak Lak province. If successful, he will continue to expand to other provinces. At the same time, Y Mut Mlô introduced H Wuêñ Êban to other members of the " Montagnard Support Group" including: Y Čhik Niê (Deputy Commander), Y Niên Êya (Treasurer), Y Bút Êban (Y Bé Êban - In charge of gathering and announcing meetings); Y Chanh Byă (Y Čăñ Buôn Yă) and Y Sol Nie are core members.

In August 2018, after Y Quynh Bdap illegally crossed the border to Thailand and established the organization "Montagnards for Justice" (MSFJ) to propagate, incite, and entice ethnic minorities in the Central Highlands to carry out armed violence and terrorist activities. In 2018, Y Quynh Bdap, along with H'Wuêñ Eban and many others, gathered at Y Krong Phok's house to attract members, prepare weapons, practice martial arts, and train for health in preparation for violent activities against the government. Y Quynh Bdap assigned H'Wuêñ Eban to lead the Dega force in the country, and Y Krong Phok was the leader in the Lak and Krong Ana districts (Dak Lak). In 2019, H Wuêñ Êban agreed to join the MSGI organization with the aim of seeking material support from abroad to conduct activities against the people's government, aiming to establish a "Dega State" in the Central Highlands. From 2019 to June 2023, H Wuêñ Êban directly recruited, enticed, and gathered gullible ethnic minorities in villages in Dak Lak province to establish an armed group called "Dega Soldiers" ("Khan Dega"); mobilized donations to buy weapons, organized martial arts training to prepare for terrorist and sabotage activities. In addition, H Wuêñ Êban and key suspects (Y Tho Ayŭn, Y Tim Nie...) also lured, threatened, and forced many other people to join the "Dega Soldiers" group.

On the night of June 10, 2023, and early morning of June 11, 2023, at the headquarters of Ea Ktur commune, the defendants destroyed property of agencies, organizations, and individuals; murdered two commune police officers (Nguyen Dang Nhan and Hoang Trung); seriously injuring two commune police officers (Dam Dinh Bop and Le Kien Cuong).
