Handling surplus assets after merger ensures efficiency and avoids waste

On the afternoon of September 9, Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of An Giang province Ho Van Mung chaired a working session to listen to reports on the work of provincial planning, the work of arranging public assets and the situation of implementing management and auction of land and public assets.

Up to now, the Department of Finance has advised the Provincial People's Committee to decide to hand over public assets including houses, land, cars, fixed assets and tools to 101/102 communes, wards and special zones.

For surplus facilities that are not in use, agencies, units and localities propose to assign the Provincial Land Fund Development Center to manage, exploit and handle them.

Up to now, the Department of Finance has advised on the assignment of 163/333 surplus facilities and is continuing to advise the remaining surplus facilities in localities to the Provincial Land Fund Development Center for management, exploitation, processing, and completion in September 2025.

In order to avoid the situation where agencies, organizations and units arrange their working headquarters in a scattered, fragmented manner, exceeding standards and norms, and incurring high operating and protection costs, the Department of Finance has sent an official dispatch to provincial agencies and units to determine the number of employees and the need to use working headquarters in the wards of Long Xuyen, Binh Duc and My Thoi, and send it to the Department of Finance to advise the Provincial People's Committee to arrange and allocate working headquarters of provincial departments, branches, sectors and organizations to ensure savings, efficiency and avoid waste.

Representative of the Department of Industry and Trade reported on the review of statistics of surplus assets after the merger of the Department of Industry and Trade and units under the Department of Industry and Trade.

Regarding the need to arrange additional headquarters of vertical agencies to ensure operations (Provincial Inspectorate, Provincial Project Management Board, Department of Construction, Oc Eo Cultural Relic Management Board, An Giang General Hospital, Oriental Medicine Association...), the Department of Finance has organized meetings with agencies and units in need of arranging headquarters and agencies and localities with assets to discuss and agree on the transfer and handover of assets for management and use.

The Department of Finance advised the Provincial People's Committee to decide to hand over 98/102 communes, wards and special zones of cars for continued use. In addition, the Department of Finance submitted to the Provincial People's Committee a policy to purchase additional cars for general work, review and liquidate public cars in the province and assign a centralized car purchasing unit....

Concluding the meeting, Chairman of the Provincial People's Committee Ho Van Mung requested that Directors of departments and branches be responsible for properly implementing regulations on public asset management after the merger; not allowing land assets to be encroached upon, fixed assets to be lost, and not allowing any assets to be left without a management entity.

Regarding housing and land facilities, the Chairman of the Provincial People's Committee requested provincial agencies and units that have not yet reported on the review after implementing the arrangement of 2-level administrative units to urgently implement in accordance with regulations, complete in September 2025 and send to the Department of Finance for monitoring and management.

At the same time, the Department of Finance advised the Provincial People's Committee to decide on transferring surplus land and buildings in localities to the Provincial Land Fund Development Center for management and exploitation according to regulations.

Agencies and localities in need of office space should review the standards and norms for use according to regulations, determine the need for additional office space that meets the prescribed standards and norms, and discuss and agree with the unit owning the property to propose suitable office space.

The Chairman of the Provincial People's Committee requested the Provincial Land Fund Development Center to coordinate with the Department of Finance to advise and propose to the Provincial People's Committee a plan to exploit and handle surplus houses and land in accordance with current regulations to ensure effective exploitation and use of public assets, avoiding loss, waste and ineffective use.

Departments, branches and localities urgently inventory and review reports on fixed assets and tools and send them to the Department of Finance in October 2025. The Department of Finance will synthesize and advise the Provincial People's Committee to assign fixed assets and tools of localities, or liquidate them.

The Department of Finance is urged to promptly proceed with the procurement and equipping of vehicles for agencies, units, and localities according to prescribed standards and norms, completing the process by November 2025.
