Labor export - employment solution

The Resolution of the 16th Provincial Party Congress, term 2025-2030, sets out the key task of improving the quality of vocational training associated with the labor market. Our province has implemented many solutions from developing projects to advising on promulgating support policies and organizing implementation from the grassroots level, striving to send 5,000 workers to work abroad under contracts and 100% of communes and wards have workers working abroad.

Currently, the labor force in the province aged 15 and over accounts for about 57.5% of the total population. With the goal of striving to increase the number of labor contracts working abroad each year compared to the previous year, every year, the Provincial People's Committee directs the Department of Home Affairs (the agency in charge of advising on state management of employment and sending workers to work abroad under contracts) to coordinate with departments, branches and localities to disseminate and thoroughly implement documents of higher levels on strengthening the leadership of the Party in sending Vietnamese workers to work abroad in the new situation. Implement the management and update of information on workers working abroad on the basis of the Ministry of Home Affairs ' database daily and monthly, ensuring timely reflection of the province's labor situation.

To create conditions for people to borrow capital for labor export, every year, the province directs the provincial and regional branches of the Social Policy Bank and the People's Committees of communes and wards to implement loan programs to support job creation, maintain and expand employment, and provide loans to workers to work abroad according to Decree No. 61/2015/ND-CP dated July 19, 2015 and Decree No. 74/2019/ND-CP dated September 23, 2019. In the first 10 months of 2025, the whole province had 59 workers who borrowed capital to work abroad, with over 5 billion VND. Of which, 4 workers were from poor households; 1 worker from near-poor households; 53 workers from ethnic minority households.

Mr. Nguyen Thanh Tinh, Deputy Director of the Department of Home Affairs, said: The Department directs the specialized department to introduce reputable labor export units to localities; regularly exchange information with the Overseas Labor Center, the Ministry of Home Affairs, and businesses about the situation of workers going to work abroad. Diversify forms of propaganda, consultation, job introduction, and labor export for people. Organize online job transaction sessions; direct job consultation conferences at communes and commune clusters; coordinate with the province's press agencies, open specialized pages, columns, distribute leaflets with information on labor, jobs, and labor export; directly advise workers when they come to find jobs; apply information technology in job consultation and introduction, vocational training; supply domestic and foreign labor; labor market information; unemployment insurance via the website: http://vieclamsonla.net; transactions via phone, zalo.

Since the beginning of the year, the Department of Home Affairs has directed the Provincial Employment Service Center to organize more than 100 job consultation and labor recruitment conferences in communes across the province, with 5,000 workers participating; provide legal advice on employment, labor export and labor market information to over 22,000 people. With the synchronous participation, the work of job creation and labor export under contract in the province has clearly changed. From the beginning of the year to December 2, the whole province had 304 workers going abroad to work under contract, of which 171 workers went to Japan, 85 workers to Taiwan, 35 workers to Korea, the rest were workers going to other markets, reaching 152% compared to the target for 2025.

In Muong La commune, according to statistics and surveys, the labor force aged 15 and over has over 6,000 people, accounting for 43% of the total population. The commune has coordinated with the Provincial Employment Service Center and labor export enterprises to provide complete and accurate information about the markets of Japan, Taiwan, Korea, and the Middle East. Workers are consulted and guided comprehensively, from choosing a career, foreign language training to preferential loan support. Mr. Bui Viet Cuong, Chairman of Muong La Commune People's Committee, informed: Up to now, the commune has 298 workers working in the markets: Japan, Taiwan, Korea, in the fields of mechanics, electricity, electronics, automotive technology, food, agriculture , nursing... with a stable income of 20-40 million VND/person/month, contributing to significantly improving life.

Officials from the Provincial Employment Service Center provide advice and information on employment and overseas labor export to the people.

To achieve the goal of sending 5,000 workers to work abroad under contracts, the Provincial People's Committee issued Project No. 2553/DA-UBND dated October 14, 2025 on sending workers from Son La province to work abroad under contracts for the period 2025-2030; assigning targets for sending workers to work abroad under contracts for the period 2025-2030 to 75 communes and wards; advising on the development of a Resolution of the Provincial People's Council stipulating policies to support workers and creating a source of workers to work abroad under contracts for the period 2025-2030. Direct specialized sectors to coordinate with the Overseas Labor Center, the Ministry of Home Affairs, companies and enterprises providing services to send Vietnamese workers to work abroad under contracts to step up propaganda, mobilization, consultation, career guidance, vocational training, sending workers of the province to work abroad and deploy related contents and tasks; promptly remove and resolve difficulties and problems in the implementation process.

With specific goals and solutions, mobilizing the participation of all levels, sectors and localities, Son La province will complete the target of sending workers to work abroad under contracts, contributing to hunger eradication and poverty reduction, and soon completing the resolution of the Congress for the 2025-2030 term.
