11:00 a.m. October 22, closed 1 bottom spillway gate of Hoa Binh hydroelectric reservoir

On the morning of October 22, the Minister of Agriculture and Environment issued Document No. 8163/CD-BNNMT to the Director of Hoa Binh Hydropower Company regarding the closure of 1 bottom spillway gate of Hoa Binh Hydropower reservoir.

Accordingly, at 7:00 AM on October 22nd, the upstream water level of Hoa Binh reservoir was at an elevation of 115.54m, the downstream water level was 13.18m, the inflow into the reservoir was 484 m3/s, and the total outflow to the downstream area was 4213 m3/s.

In accordance with the Inter-Reservoir Operation Procedure on the Red River Basin as stipulated in Decision No. 740/QD-TTg dated June 17, 2019, of the Prime Minister, and Decision No. 922/QD-TTg dated May 14, 2025, of the Prime Minister amending and supplementing some articles of the Inter-Reservoir Operation Procedure on the Red River Basin, the Minister of Agriculture and Environment ordered the Director of Hoa Binh Hydropower Company to close one bottom outlet gate of Hoa Binh hydropower reservoir at 11:00 AM on October 22.

Hoa Binh Hydropower Company closely monitors rainfall and flooding developments, structural safety, inflow into the reservoir, and upstream and downstream water levels, promptly reporting to the Ministry of Agriculture and Environment (through the Department of Dike Management and Disaster Prevention and Control) and other relevant agencies as required.

At the same time, the Ministry of Agriculture and Environment issued document No. 8164/BNNMT-DD to the People's Committees of Phu Tho, Hanoi, Bac Ninh, Hai Phong, Hung Yen, and Ninh Binh provinces and cities regarding ensuring downstream safety when operating the Hoa Binh hydropower reservoir.

Accordingly, to ensure the safety of the structures and activities along the riverbanks, the Ministry of Agriculture and Environment requests the People's Committees of the aforementioned provinces and cities to immediately notify all levels of government, the public, and organizations operating on or along the riverbanks about this information so that they can proactively take measures to ensure safety and adjust their activities accordingly.

Provinces and cities should promptly report any unusual situations to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Disaster Prevention and Control).
