'6 clear' points in plan to make English the second language in schools

GD&TĐ - On the morning of December 9, the Steering Committee of the Project "Making English the second language in schools for the period 2025-2035, with a vision to 2045" met at the Ministry of Education and Training.

Permanent Deputy Minister Pham Ngoc Thuong chaired the meeting.

On November 27, 2025, the Minister of Education and Training issued Decision No. 3280/QD-BGDDT on the establishment of the Steering Committee to implement the Project "Making English the second language in schools for the period 2025-2035, with a vision to 2045" (Project).

Permanent Deputy Minister Pham Ngoc Thuong is the Head of the Board. Ms. Nguyen Thi Mai Huu - Head of the National Foreign Language Project Management Board is the Permanent Deputy Head of the Board. Mr. Thai Van Tai - Director of the General Education Department and Mr. Vu Minh Duc - Director of the Department of Teachers and Educational Managers are the Deputy Heads of the Board.

The Steering Committee is responsible for advising the Minister of Education and Training to direct the implementation of the Project to ensure it is suitable to reality, feasible, achieves goals, quality and efficiency; inspects, urges, grasps the situation, reports to the Minister on the results of the Project implementation in localities and educational institutions, helps the Ministry of Education and Training organize preliminary and final reviews, periodically reports to the Prime Minister on the situation and results of the Project implementation...

At the meeting, the Steering Committee members discussed and gave comments on the following contents: Assigning tasks to Steering Committee members to implement the Project; guiding relevant ministries and agencies to implement the Project; and the 2026 plan to implement the Project.

Permanent Deputy Minister Pham Ngoc Thuong spoke at the meeting.

Giving opinions and making notes on drafting and completing documents and assigning tasks to units, Permanent Deputy Minister Pham Ngoc Thuong also requested heads of units to proactively review and propose additional related tasks based on their functions, tasks and powers.

In developing the plan, the Deputy Minister emphasized the requirement to ensure "6 clarity": "clear people, clear work, clear time, clear responsibility, clear product, clear authority", in order to implement the Project in a practical, effective manner and ensure quality.

On October 27, 2025, the Prime Minister issued Decision No. 2371/QD-TTg approving the Project "Making English the second language in schools for the period 2025-2035, with a vision to 2045".

The Ministry of Education and Training is the unit in charge of implementing the Project, coordinating with relevant ministries, branches, agencies and localities to direct, guide, develop and concretize the contents of the Project into detailed programs and plans...
