According to an announcement from the Central Internal Affairs Commission , on December 31, the Central Steering Committee on Anti-Corruption, Waste, and Negative Phenomena (the Steering Committee) held its 27th session to discuss and provide feedback on the results of its activities in 2024 and the work program for 2025; the results of directing and handling cases and incidents under the Steering Committee's purview in 2024, along with several other important issues.

At the 27th session, after discussion, the Steering Committee agreed on a number of points.
Regarding the Steering Committee's work results for the year, in 2024, despite facing many difficulties, thanks to the efforts and determination of the entire political system; the close and decisive leadership and guidance with many new policies and viewpoints of General Secretary To Lam - Head of the Steering Committee; and the efforts and endeavors of the Steering Committee members and functional agencies, the work of preventing and combating corruption, waste, and negative phenomena continued to be strongly implemented, achieving many important results, with new breakthroughs, and more decisive and effective efforts at both the central and local levels.
In particular, efforts to build and improve the institutional framework for socio-economic management and to combat corruption, waste, and negative practices continue to be intensified, especially focusing on removing institutional "bottlenecks" and "obstacles."
The Politburo and the Secretariat have issued over 40 directives, resolutions, regulations, and conclusions on Party building, the political system, and the prevention and fight against corruption, waste, and negative phenomena. The National Assembly has enacted 31 laws and 7 resolutions; the Government and the Prime Minister have issued 162 decrees, 288 resolutions, and 23 decisions.
Ministries, sectors, and localities have issued 11,184 documents on socio-economic management and the prevention and fight against corruption, waste, and negative practices, contributing to overcoming loopholes, inadequacies, contradictions, and overlaps, resolving difficulties and obstacles, and gradually perfecting the institutional framework to make corruption, waste, and negative practices "impossible".
The work of detecting and handling corruption and negative practices has been strongly, decisively, and comprehensively directed; violations are dealt with resolutely and strictly, but also in a humane manner, focusing on differentiating in handling violators, protecting officials who dare to think and act for the common good.
In 2024, Party committees and inspection committees at all levels disciplined 709 Party organizations and 24,097 Party members for violations. The Central Committee, the Politburo, the Secretariat, and the Central Inspection Committee disciplined 68 officials under central management.
Specifically, for the first time, the Politburo disciplined two former key leaders of the Party and State for violating regulations in performing their assigned duties and responsibilities, and in preventing and combating corruption, waste, and negative practices, as well as violating the rules that Party members are not allowed to break and the responsibility of setting an example.
This clearly affirms the strictness and strong determination of the General Secretary, the Party, and the State in preventing and combating corruption, waste, and negative phenomena.
Making new breakthroughs in the fight against corruption and negative practices.
Regarding the key tasks for 2025, the Steering Committee requested that the fight against corruption, waste, and negative practices continue to be implemented more strongly, decisively, and effectively to serve the successful organization of Party congresses at all levels and the country's key, breakthrough, and urgent tasks.
In particular, it is necessary to focus leadership and guidance on overcoming shortcomings and inadequacies, removing bottlenecks and obstacles in institutions and laws, and creating momentum for innovation, creativity, and socio-economic development.
Implement decisive and comprehensive measures to create new and breakthrough changes in the fight against waste at both the central and local levels. Expeditiously direct the completion of the review and develop solutions to definitively resolve projects and works that are behind schedule, have long-standing backlogs, are inefficient, and cause significant losses and waste. Report the results of the review to the Steering Committee in the first quarter of 2025.
Directing the strengthening of inspection, supervision, auditing, investigation, and decisive handling of serious, complex cases of corruption, waste, and negative practices that attract public attention; especially cases related to personnel for Party congresses at all levels.
The goal for 2025 is to complete the investigation and handling of 26 cases and 9 incidents. In particular, focus will be placed on investigating, prosecuting, and bringing to trial the cases occurring at Phuc Son Group, Thuan An, Vietnam Electricity Group, Thai Duong Group, Vietnam Rare Earth Joint Stock Company, the Saigon - Dai Ninh project (Lam Dong), and Nha Trang airport.
Directing the effective implementation of regulations on power control, and improving the effectiveness of solutions to prevent corruption, waste, and negative practices.
Also at this meeting, the Steering Committee unanimously agreed to conclude the handling of 10 cases and 3 incidents under its supervision and direction, as they have been resolved in accordance with the law.
Significant progress has been made in recovering assets obtained through corruption.
In 2024, through inspections and audits, recommendations were made to recover and handle financial irregularities totaling 104,042 billion VND and 40 hectares of land; and to impose administrative sanctions on 2,065 organizations and 7,836 individuals. Through inspections and audits, functional agencies transferred 344 cases with suspected criminal activity to investigative agencies for investigation and handling in accordance with the law.
Nationwide prosecuting agencies have initiated new investigations into 4,732 cases involving 10,430 defendants, prosecuted 4,074 cases involving 10,698 defendants, and conducted first-instance trials in 4,052 cases involving 9,664 defendants for corruption, economic, and official misconduct offenses; of which, 906 new cases involving 2,068 defendants were initiated for corruption offenses.
Specifically for cases and incidents under the supervision and direction of the Steering Committee, 8 new cases/29 defendants were prosecuted, and 174 additional defendants were prosecuted in 13 cases; 13 cases/449 defendants were concluded, and 6 cases/32 defendants were concluded with supplementary investigations; 12 cases/440 defendants were prosecuted; 14 cases/536 defendants were tried at the first instance, and 16 cases/118 defendants were tried at the appellate level.
Significant progress has been made in recovering assets obtained through corruption; in cases and incidents under the supervision and direction of the Steering Committee, civil enforcement agencies have recovered nearly 19,000 billion VND.
