According to information from the State Professor Office, on November 2nd, the State Professor Council for the 2024-2029 term held its fourth meeting to discuss and vote on the results of the review by the disciplinary and interdisciplinary Professor Councils and the list of candidates who meet the standards for the titles of professor and associate professor. Minister of Education and Training Nguyen Kim Son, Chairman of the State Professor Council for the 2024-2029 term, presided over the meeting.

According to a report from the Office of the State Council of Professors, in 2025, 1,073 candidates (100 professor candidates, 973 associate professor candidates) submitted applications for recognition of professor and associate professor titles at 117 institutional councils of professors.
Following the assessment of foreign language proficiency, comprehensive scientific reports, and a vote of confidence by the Faculty Council, 1,014 candidates (93 professor candidates, 921 associate professor candidates) were recommended for consideration for recognition as meeting the standards and submitted to 28 disciplinary/interdisciplinary Professor Councils.
The disciplinary and interdisciplinary Professor Councils have met to review and approve the nominations, and as a result, 911 candidates (73 professor candidates and 938 associate professor candidates) have been recommended to the State Professor Council for consideration and recognition.
At its fourth session, the State Council of Professors publicly discussed each candidate's application and conducted a vote on the list of candidates eligible for recognition as professors and associate professors. As a result, 900 candidates received the required number of votes, including 71 professor candidates and 829 associate professor candidates. The success rate compared to the total number of candidates who submitted applications to the local Councils of Professors up to this point is 83.88% (of which the success rate for professor candidates is 71%, and for associate professor candidates is 85.20%).

In 2025, the overall assessment showed that the quality of candidates was quite good, their foreign language skills had improved significantly, and all candidates had a sufficient number of scientific research papers published in international journals listed in the ISI, Scopus (a list of world- renowned journals) or other reputable journals.
The public disclosure of information on qualified candidates on the websites of higher education institutions and the website of the State Council of Professors reflects the openness and transparency of the process of evaluating candidates for professor and associate professor titles. Critical feedback from society, the scientific community, etc., is a useful source of information that helps functional units select qualified and deserving candidates for the titles of professor and associate professor.
In his closing remarks at the 4th session of the State Council of Professors, Minister Nguyen Kim Son instructed the Office of the State Council of Professors to continue coordinating with functional units of the Ministry of Education and Training to promptly publicize the results of the review process as prescribed, and to carry out the next steps to ensure the objectives and plans are met.
According to regulations, 15 days after the results are announced, the Chairman of the State Council of Professors signs a decision recognizing and granting certificates of eligibility for the titles of professor and associate professor to the candidates. After 5 years from the date of the recognition decision, if the candidate is not appointed to the title of professor or associate professor at a higher education institution, this decision becomes invalid.
