TPO - 71 professor candidates and 829 associate professor candidates received enough votes of confidence from the State Council of Professors in 2025.

According to information from the State Professors Office, on November 2, the State Council of Professors for the 2024-2029 term held its fourth meeting to discuss and vote on the results of the review of the Industry and Interdisciplinary Professors Councils and the list of qualified candidates recognized as meeting the standards for the title of professor and associate professor. Minister of Education and Training Nguyen Kim Son, Chairman of the State Council of Professors for the 2024-2029 term chaired the meeting.

According to the report of the Office of the State Council of Professors, in 2025, 1,073 candidates (100 professor candidates, 973 associate professor candidates) submitted applications for recognition of meeting the standards for the title of professor and associate professor at 117 basic Councils of Professors.

Through the foreign language proficiency assessment round, the general scientific report and the vote of confidence of the basic Professors' Council, 1,014 candidates (93 professor candidates, 921 associate professor candidates) were proposed to be considered for recognition of meeting the standards and sent to 28 industry/interdisciplinary Professors' Councils.

The Industry and Interdisciplinary Professor Councils met to consider recognition and as a result, 911 candidates (73 professor candidates, 938 associate professor candidates) were proposed to the State Professor Council for recognition.

At the 4th meeting, the State Council of Professors publicly discussed each candidate's profile and voted on the list of candidates eligible for recognition as meeting the standards for the title of professor and associate professor. As a result, 900 candidates received the required number of votes of confidence, with 71 professor candidates and 829 associate professor candidates. The passing rate compared to the total number of candidates who submitted applications for consideration at the basic Councils of Professors up to this point is 83.88% (of which the passing rate of professor candidates is 71% and associate professor candidates is 85.20%).

In 2025, the general assessment shows that the quality of candidates is quite good, foreign language proficiency has improved a lot, and candidates all ensure that they have enough scientific research works published in international journals listed in ISI, Scopus (list of world- famous journals) or other prestigious journals.

The publication of information on qualified candidates on the websites of higher education institutions and the website of the State Council of Professors reflects the openness and transparency of the process of evaluating the qualifications of professors and associate professors. Critical information from society, the scientific community, etc. is a useful source of information to help functional units select qualified candidates who are worthy of meeting the standards for the title of professor and associate professor.

Speaking at the closing session of the 4th meeting of the State Council of Professors, Minister Nguyen Kim Son directed the Office of the State Council of Professors to continue to coordinate with functional units of the Ministry of Education and Training to urgently publicize the results according to regulations and take the next steps to ensure the set goals and plans.

According to regulations, after 15 days of announcing the results, the Chairman of the State Council of Professors signs the decision to recognize and issue certificates of meeting the standards for the title of professor or associate professor to the candidates. After 5 years from the date of the decision to recognize the standards, if the candidate is not appointed to the title of professor or associate professor at the higher education institution, this decision will expire.
