This is a concrete step towards realizing two major directions: Resolution 57 on breakthroughs in the development of science, technology, innovation and digital transformation of the nation, and Resolution 68 on the development of the private economic sector.
In the context of digital transformation and innovation being a key priority for Vietnam, the connection between institutions, knowledge and implementation capacity has become more urgent than ever. The "Three-party" cooperation model - State, School and Enterprise - is considered the foundation for building an effective, substantive and sustainable innovation ecosystem.
Accordingly, the three parties operate on the principle of "co-design – co-implement – co-share value." They jointly participate in establishing research objectives and share the financial benefits from the application results. When this "strategic triangle" operates effectively, the nation will have the opportunity to "leapfrog," escape the middle-income trap, and rise strongly.
Mr. Tran Hung Huy, Chairman of the Board of Directors of ACB, emphasized: "Although the two resolutions aim at different goals, they both affirm one thing: Innovation only truly goes in-depth when placed within an ecosystem with close connections between policy, knowledge, and action. For ACB, cooperation with universities is not only a strategy for developing human resources, but also a way for us to contribute to promoting a sustainable future for the economy and society."
Accordingly, banks not only 'order' human resources, but also 'co-design' solutions with schools; they not only receive knowledge, but also contribute experience from business practice.

The signing of this agreement is not only a milestone in the cooperation between ACB and the Vietnam National University Ho Chi Minh City, but also clearly demonstrates the pioneering role of businesses in connecting national strategies with practical actions. ACB expects that this foundation will form a comprehensive innovation ecosystem – where the State formulates strategies, the University leads in knowledge, and businesses are the driving force for implementation.
Alongside academic collaboration, ACB is also stepping up investment in human development – from within the organization to the community. Programs like The Next Banker and the 50 billion VND financial support package for disadvantaged students are evidence of ACB's long-term commitment to improving the quality of its human resources – a necessary condition for a sustainable economic development.
Following the signing of the cooperation agreement, ACB and the Vietnam National University Ho Chi Minh City will jointly implement several specific action programs centered around three main directions: Firstly, promoting access to finance for education and entrepreneurship. Developing financial products to support students, postgraduate students, and startup businesses – especially in fields related to green and sustainable development.
Secondly, accelerate digital transformation in finance: Collaborate on research and development of digital banking, fintech, and AI solutions for practical application in the finance and banking industry and related fields.
Thirdly, fostering initiatives and nurturing young talent: Sponsoring and co-organizing startup competitions, applied ESG research, and experiential learning programs such as "School-in-Factory" and "Learning by Doing," helping students access practical experience and grow through the journey of creating value.
Not only stopping at academic cooperation, ACB is also the first bank to implement Resolution 68 with a credit package of 40,000 billion VND to support businesses with solutions in digital transformation, sustainable development and market share expansion.
