ACV proposes to immediately carry out phase 2 of Long Thanh airport project

Vietnam Airports Corporation (ACV) has proposed to the Ministry of Construction to assign this enterprise as the investor of phase 2 of the Long Thanh airport project when it has available human resources and machinery to construct phase 1.

In ACV's submission to the Ministry of Construction proposing the policy of assigning ACV as the investor of phase 2 of the Long Thanh airport project, ACV said that on November 17, 2025, the Office of the Party Central Committee announced the conclusion of General Secretary To Lam on the visit and work with agencies and units at the Long Thanh airport construction site.

The announcement stated: preparing to soon implement phase 2 to invest in an additional runway and a second terminal, taking advantage of existing machinery and resources to quickly increase the capacity of Long Thanh airport to 50 million passengers/year and 1.5 million tons of cargo/year.

According to ACV, the estimated passenger volume of Tan Son Nhat airport in 2025 is about 42 million passengers, including 18 million international passengers and 24 million domestic passengers. With the plan to transfer 80% of international passengers and 20% of domestic passengers from Tan Son Nhat airport to Long Thanh airport, Long Thanh airport will serve 17-18 million passengers/year when it is put into operation.

Thus, after only 2 to 3 years of operation, Long Thanh airport will reach its designed capacity of phase 1 of 25 million passengers/year.

In order to continue to have room for development and increase competitiveness, attracting international airlines to change routes to Long Thanh airport, it is extremely important to prepare for investment in phase 2 with the goal of increasing the capacity of this airport to 50 million passengers and 1.5 million tons of cargo/year right after completing phase 1 in 2025 - 2026, in accordance with practical requirements.

ACV said that Long Thanh airport is currently being urgently constructed synchronously to put phase 1 into operation in the first half of 2026.

If we take advantage of the available labor, machinery and equipment of contractors who have been constructing Long Thanh airport phase 2 right after the completion of phase 1 construction in December 2025 (the dry season 2025 - 2026), we will save a lot of time and costs in mobilizing human resources and machinery; we will take advantage of the process and lessons learned from phase 1 for phase 2. Thereby, we can improve quality, shorten construction progress and increase investment efficiency.

On the other hand, with the early implementation of phase 2, the impact of construction on the operation of Long Thanh airport phase 1 is further minimized. Although these impacts can be partially limited by appropriate construction organization, they are not as optimal as the early implementation of phase 2, first of all, the construction of the third runway of Long Thanh airport right after the completion of phase 1.

ACV also analyzed that the construction process, then the operation of phase 2 of Long Thanh airport, will continue to directly contribute to the socio-economic development of the locality and the whole country, contributing to the target of double-digit GDP growth.

According to ACV, to prepare for investment in phase 2 of Long Thanh airport, this enterprise has prepared a feasible capital balance plan.

With the third runway having an investment capital of about 13,000 billion VND, ACV basically has enough capital to invest right from after-tax profit in 2024 and 2025, without using government guarantees.

For the second passenger terminal and other synchronous construction items in phase 2 with a total estimated investment of VND80,000 billion, ACV plans to invest with its own capital and borrowed capital.

To quickly deploy phase 2 of Long Thanh airport, ACV proposed two contents to the Ministry of Construction:

The decision to assign ACV as the investor of phase 2 of the Long Thanh airport project with a scale of 1 runway, 1 passenger terminal and synchronous items for this airport to reach a capacity of 50 million passengers and 1.5 million tons of cargo/year.

Approve ACV to implement phase 2 of Long Thanh airport according to the plan: organize approval of the investment project to build the 3rd runway and auxiliary works first. Then review and synthesize the approved results into the feasibility study report of the Long Thanh airport project phase 2 to submit to the Minister of Construction for investment decision.
