Applying a “0 VND” fee for online business registration: A new breakthrough

Efforts to keep the system running smoothly

According to the Department of Finance, all organizations and individuals who register their business households online through the National Public Service Portal at hokinhdoanh.dkkd.gov.vn are entitled to a fee exemption policy. Once the system is updated, the "0 VND" fee will be automatically displayed, helping people to operate easily and conveniently, without any additional fee reduction confirmation procedures.

Ms. Tran Thi Thanh Tam, Director of the Department of Finance, said: “We are working closely with the Department of Private Enterprise and Collective Economic Development ( Ministry of Finance ) to complete the technical configuration on the system. People only need to access, fill out the application and submit it online to immediately apply the “0 VND” fee. This is one of the important efforts to reduce costs and facilitate the establishment of business households.”

The implementation of this policy also aims to increase the rate of online records, reduce the burden on the one-stop department; at the same time, limit direct contact and increase transparency in administrative management. In particular, business registration procedures are an area with a large number of records and high demand from the people, so the "0 VND" policy has practical meaning, helping to encourage small businesses to declare their legal activities.

To ensure the policy is implemented smoothly, the Department of Finance coordinates with relevant units to make technical adjustments, ensuring that the system automatically applies the "0 VND" fee when people submit applications online. People do not need to perform the additional step of confirming the fee reduction, making the registration process quick and convenient.

The system also allows tracking the progress of processing documents, receiving results directly without having to travel many times, saving time and reducing the burden of administrative procedures. This is a step in line with the trend of digital government , helping to improve people's experience when carrying out business procedures.

According to Ms. Tam, the fee exemption is part of Da Nang 's overall strategy on administrative reform, information technology application and strong transition of procedures to the online environment. The city's goal is to increase the rate of online records to a high level this year, especially in the group of business registration procedures - an area that records a large number of records from people and businesses.

Many positive responses

In many communes and wards in the city, information about the "0 VND" policy has received special attention from business households, especially those who are preparing to start a business from 2026 or expand their family business model.

Ms. Nguyen Thi Lan (Hai Chau Ward), who is preparing to open a breakfast shop, shared: “Registering a business online for free is really convenient. Before, I had to take time off work, travel back and forth many times, wasting time and tiring to fill out the application. Now I just need to sit at home and submit the application, no fee, no need to wait in line. This is very practical support for small businesses like us.”

Not only people in Da Nang, many workers from other provinces who come to work also believe that the "0 VND" fee is an important motivation for them to register a legal business household. Mr. Vo Trong Duc (from Ha Tinh, currently living in Lien Chieu ward) shared: "I am working as a car repairman and want to expand my services. Because I am not familiar with it, I was hesitant about the procedures and costs before, but now that I hear that doing it online is free of all fees, I will do it right away. This way makes us feel closer to the government, encourages more transparent and convenient business activities."

Many people also appreciate the convenience of online public services, especially the ability to track the progress of documents and receive results immediately through the system, helping to save time, reduce cumbersome procedures and improve the experience when carrying out business procedures. Mr. Nguyen Thanh Son, a grocery trader (Hoa Khanh ward) commented: "Free document processing is great, but the important thing is specific instructions for people to easily operate. The system is simple and transparent, they will switch to doing it online more, saving time and reducing direct contact at public agencies".

After the merger, individual business households account for a large proportion of business units in Da Nang. The policy of applying a “0 VND” collection rate not only reduces the cost of legal compliance but also encourages people to prove their legal income, improves the effectiveness of state management and creates a favorable environment for transparent business.

Previously, at the 4th session of the 10th City People's Council, the People's Council agreed to temporarily apply a "0 VND" fee for online business registration applications, creating a stepping stone for the policy to enter a full legal framework. The City People's Council requested the City People's Committee to complete the draft resolution regulating the official "0 VND" fee and charge for online administrative procedures, creating a sustainable legal basis and promoting a strong shift to the electronic environment.

Mr. Bui Khanh Toan, Head of Taxation of Da Nang City, said that applying the "0 VND" collection rate not only reduces the cost burden but also promotes the shift from direct to online procedures. For a city oriented to become a smart city like Da Nang, the higher the rate of online records, the more streamlined and efficient the administrative apparatus.

According to Ms. Tran Thi Thanh Tam, reducing business registration costs will create momentum for the development of the household economic ecosystem, while limiting cumbersome paperwork, making the process of handling documents transparent, and reducing negativity in administrative management.

Da Nang's application of a "0 VND" fee for online business registration is expected to create a major change in administrative reform: people save costs and time, the government improves management efficiency, the administrative apparatus is streamlined, the business environment is more transparent and favorable, contributing to promoting local economic development.
