Accordingly, six land plots were scheduled for auction in 2023, but due to delays in approval and difficulties in determining the starting price, the auction could not be completed within the year. Therefore, there are plans and proposals to postpone the auction to the second quarter of 2024. Of the 14 land plots scheduled for auction in 2024, only 3 have had their auction plans approved, 1 has had its auction decision approved, and 2 are currently under consideration for approval.
During the review process, the Department of Natural Resources and Environment found that only one plot of land was free from land-related, planning, construction, and infrastructure connection issues, ensuring that the investor could immediately implement the project after winning the auction.
Thus, out of a total of 20 land plots, only 7 plots meet the conditions regarding infrastructure, planning, and land use, including: the old tourist market land plot; Nghinh Phong Cape; the land plot in Ward 11 (reclaimed from Vung Tau International Ideas Initiative Co., Ltd., Vung Tau City); Long Hai seafood warehouse; the land plot reclaimed from Vietnam Sugar Corporation II; the land plot reclaimed from Thanh Chi Joint Stock Company in Long Hai town, Long Dien district; and the 1.7-hectare land plot in Phu My ward, Phu My town.

The Department of Natural Resources and Environment has proposed to the Provincial People's Committee that only the seven aforementioned land plots be included in the 2024 auction plan, as they meet all legal requirements regarding land, planning, construction, and infrastructure connections, and have already received investment approval decisions.
The Department of Natural Resources and Environment of Ba Ria - Vung Tau province stated that for land plots lacking sufficient data, it is necessary to determine the starting price to apply the comparative method and the surplus method. At the same time, it requested the People's Committee of Ba Ria - Vung Tau province to propose to the Ministry of Natural Resources and Environment to specify the adjustment rate for price levels due to differences between comparable land plots and the land plot being valued, as a basis for implementation.
If the above proposal is still not approved, it is requested that the Provincial People's Committee change the land use form from the approved "one-time payment land lease" to "annual payment land lease" in order to determine land prices using the land price adjustment coefficient method.
