(Dan Tri Newspaper) - According to current regulations, the procedures for investing in and constructing urban areas and residential zones have changed. Therefore, Bac Giang province has canceled the list of 102 investment projects.
The People's Committee of Bac Giang province has just issued Decision No. 100 approving the cancellation of the list of urban and residential area projects that need to attract investment in the province.
Regarding the reason for cancellation, according to the previous submission from the Provincial Department of Construction, it was due to changes in legal regulations. Specifically, according to the Land Law of 2013 and the regulations of the Provincial People's Committee in Decision No. 30/2021, the proposal of a list of investment attraction projects serves as the basis for competent authorities to approve and announce the list of investment attraction projects and implement procedures for proposing and approving investment policies.
To date, within the province, there are 102 projects that have received approval for the list of urban and residential area projects requiring investment attraction, but have not yet received approval for investment policy.

On December 11, 2024, the Provincial People's Council issued Resolution No. 92 on the Regulations on criteria for deciding on the bidding process to select investors for investment projects using land in Bac Giang province. According to Clause 3, Article 126 of the 2024 Land Law, the conditions for bidding to select investors for investment projects using land are as follows: The land must be included in the list of land areas subject to bidding for investment projects using land as decided by the Provincial People's Council.
At the same time, Clause 5, Article 72 of the 2024 Land Law stipulates: Before approving the annual land use plan at the district level, the Provincial People's Committee shall submit to the Provincial People's Council for approval the list of works and projects requiring land acquisition, including projects requiring land acquisition for auctioning land use rights, bidding to select investors to implement projects using land; projects requiring land use conversion that include rice land, special-use forest land, protection forest land, and production forest land according to the plan, except for the cases specified in Clause 4, Article 67 of this Law.
According to the Bac Giang Department of Construction, current regulations have changed the procedures for investing in and constructing urban and residential areas; therefore, it is necessary to cancel the list of projects that have been approved but have not yet received investment approval.
Among the aforementioned 102 projects are several large-scale urban areas such as the Bac Giang mixed-use urban area and international market in Yen Dung district (296ha); the high-end, smart, eco-friendly service urban area in the south of Bac Giang city (280.2ha); the Ninh Son urban area in Ninh Son and Quang Minh communes, Viet Yen district (143.9ha)...
Additionally, this list includes the new urban area south of Chu town, Luc Ngan district (80ha); Nham Bien ecological urban area, Nham Bien town, Yen Dung district (45.3ha); mixed-use service and commercial urban area in Tan My commune, Song Khe commune, Bac Giang city and Tang Tien commune, Viet Yen district (36.7ha); new urban area southwest of Thang town, Hiep Hoa district (36.3ha); Sen Ho mixed-use urban and service area, Viet Yen district (41ha)...
