Rekindle the spirit!
Immediately after the official commencement of the Gia Binh International Airport project on September 2, 2025, the People's Committee of Bac Ninh province issued Plan No. 54, launching a competitive emulation movement titled "80 days and nights of intensive land clearance, 256 days and nights of completing related projects, and 468 days and nights of completing the road connecting Gia Binh Airport with Hanoi, the section passing through Bac Ninh province." The movement began on September 4, 2025, and will conclude in December 2026, becoming a measure of Bac Ninh's sense of responsibility and determination. The overarching goal of the movement is to leverage the strength of the entire political system, agencies, units, localities, collectives, individuals, households, and the people in the project area to successfully complete the tasks and bring the airport and connecting road into operation in 2026.

The specific targets for the emulation campaign are as follows: Completion of land clearance for the resettlement area and corresponding land area before October 15, 2025; completion of all related agricultural land clearance before November 20, 2025; relocation and land clearance of all cemeteries completed before September 20, 2025, and completion of the new cemetery infrastructure before October 30, 2025. Completion of resettlement area infrastructure for people to build houses before January 30, 2026; construction of schools, health stations, social infrastructure, and technical infrastructure within 6 months from the date of completion of land clearance.
The Gia Binh International Airport project is planned on an area of nearly 2,000 hectares in the communes of Gia Binh, Luong Tai, Nhan Thang, and Lam Thao, impacting nearly 70 villages and more than 4,500 households. At the launching ceremony, Comrade Nguyen Van Gau, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Provincial Steering Committee, emphasized: “Gia Binh International Airport is a key national project with special significance for transportation infrastructure, connecting economic regions, promoting socio-economic development, and ensuring national defense and security for the country and Bac Ninh province. This is an international airport for both civilian and defense purposes.”
According to the 2021-2030 planning period, Gia Binh International Airport will reach level 4E, with a capacity of approximately 30 million passengers and 1.6 million tons of cargo per year; the vision for 2050 is to reach approximately 50 million passengers and 2.5 million tons of cargo per year. Along with the airport, many important infrastructure projects are being implemented simultaneously, such as: the Gia Binh - Hanoi connecting road, provincial road 285B connecting to the airport, the central road of the project, resettlement areas, relocation works, and the restoration of technical and social infrastructure. Given the scale and scope of this major project, the Provincial Steering Committee recognizes that there will be many difficulties and challenges, especially the pressure to meet deadlines. However, the political determination of the Party, the State, and Bac Ninh province is to complete the project and put the airport into operation in 2026, in time to serve the APEC Summit in early 2027.
The power of consensus
The project's land area and volume for clearance are enormous. The Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the Provincial Fatherland Front Committee have determined that the project can only be implemented smoothly if it receives the support of religious leaders, elderly people, veterans, and influential figures in the community – role models who can inspire the people to agree for the common goal.

To ensure progress, the Steering Committee requested the Provincial People's Committee to focus its leadership and guidance on this matter, considering it a key task for the remaining months of 2025 and 2026; and to direct relevant departments, agencies, and localities to decisively and effectively implement the assigned tasks. Specifically, the assignment of tasks must be "clear about the person, the job, the time, the responsibility, the expected outcome, and the authority." Regular inspection and supervision are necessary; difficulties and obstacles must be resolved immediately at the construction site. Public awareness campaigns, dialogues, and mobilization efforts must continue to be implemented extensively, especially at the commune and village levels, to create consensus and ensure 100% of the cleared land is handed over to the investor on time. The investor and construction contractor mobilized maximum manpower, machinery, and equipment, organized construction scientifically with a "3 shifts, 4 teams" system, including holidays, demonstrating a spirit of "overcoming the sun and rain," ensuring technical standards, aesthetics, environmental hygiene, and occupational safety.
Spreading the emulation movement
The emulation movement is not just a slogan but is rapidly spreading from the province to the grassroots, construction sites, and villages. On the fields preparing for land handover, people are clearly aware that they are a crucial link in the 80-day "sprint" to completion. Mr. Luong Trung Hau, Chairman of the Gia Binh Commune People's Committee, said: "Clearly recognizing our responsibility, the Commune Steering Committee has been focusing on decisively directing the work. Working groups are closely coordinating with the investor and relevant units to regularly disseminate information and mobilize the people to count and determine the area and type of land for compensation and land clearance, ensuring the regulations and legitimate rights of the people."

With the decisive involvement of the local authorities, consensus has been created among all segments of the population. Many families voluntarily handed over large areas of land. Mr. Tran Van Nhat, from My Thon village, Gia Binh commune, shared: “Initially, my family had many concerns, but after the officials explained, I understood that building the airport would open up great opportunities for jobs and services. Therefore, my family voluntarily handed over 3,420 m² of land, hoping the project will be completed soon.”
Similar to Gia Binh commune, Luong Tai, Nhan Thang, and Lam Thao communes also established propaganda and mobilization teams to directly visit each household, understand their aspirations, and propose solutions to ensure a harmonious balance of the people's legitimate rights. As a result, a large number of people agreed and readily handed over their land, believing that this project would bring long-term benefits. To date, the localities have cleared more than 130 hectares of agricultural land (including phase 1). Not only the people, but also investors, businesses, and engineers and workers have strongly supported the project. Representatives of investors highly appreciated the province's determination in setting milestones of 80, 256, and 468 days, considering this as a basis for businesses to trust and implement the project according to schedule.
Mr. Nguyen Viet Hung, Director of the Department of Construction, said: “In response to the peak emulation campaign, the Department has established a 24/7 on-site team led by a deputy director to directly handle obstacles related to land clearance and resettlement, and to coordinate with local authorities in implementing the projects. The Department has determined that all work must be transparent and accountable to the head of each department, ensuring that no stage is delayed.”
In fact, this intensive emulation campaign also sends a strong message about improving the province's investment environment, aiming to form an ecosystem of aviation services, supporting industries, logistics, and satellite cities around the airport. In the context of Bac Ninh striving to become a new growth pole of the Capital Region, launching this emulation campaign clearly demonstrates the province's spirit of "daring to think, daring to act, and daring to take responsibility," reflecting the consensus and solidarity of the entire society. The Provincial People's Committee has also established clear mechanisms for supervision, discipline, and rewards; and is ready to commend outstanding collectives, individuals, and households in land clearance, resettlement, and construction. With this new spirit and momentum, it is believed that Gia Binh International Airport will become operational as planned.
