Conference to review draft resolutions of the Provincial People's Council's Ethnic Committee.
In close adherence to the resolutions of the Provincial People's Council, the assignment of the Provincial People's Council Standing Committee and the annual work program, the Provincial People's Council Ethnic Committee has made efforts to ensure progress according to the work program. In particular, it focuses on regular supervision activities, thematic supervision; at the same time, proactively grasping information from the grassroots through studying periodic work results reports combined with direct supervision at the grassroots level on the implementation of the Provincial People's Council resolutions in the areas under its charge. The Committee also assigns tasks to each participating member, in coordination with the Office of the National Assembly Delegation and the Provincial People's Council, develops plans, arranges time to carry out supervision and surveys to ensure that they do not overlap with the activities of the Provincial People's Council Standing Committee and the Provincial People's Council committees.
Before each monitoring, the members of the committee proactively learn about the implementation of policies and laws in the units and sectors under monitoring, in order to select many locations for field surveys. The committee's monitoring content is implemented synchronously in areas related to the implementation of ethnic policies of the Party and State issued by the Central Government, aiming to support mountainous areas and directly support ethnic minorities in economic development, hunger eradication, poverty reduction, social security and investment in infrastructure construction. Through monitoring activities, the committee has pointed out the achievements, and at the same time discovered the remaining problems, shortcomings, difficulties and limitations in the implementation of policies. Based on the analysis, the committee has requested the units to accept and explain, take measures to direct and resolve the remaining problems, and at the same time monitor and urge the implementation of the committee's recommendations. At the end of the monitoring period, the committee will report the monitoring results to the Standing Committee of the Provincial People's Council and present them at the Provincial People's Council meetings.
Along with the supervision work, the Ethnic Committee of the Provincial People's Council has carried out the task of reviewing draft resolutions submitted at meetings. Based on the assignment of the Standing Committee of the Provincial People's Council, the Committee has proactively grasped information to serve the review work; requested the People's Committee and relevant agencies to send reports, projects, draft resolutions and necessary related documents to serve the preparation and official review meetings according to regulations. In order for the review to be of real quality, the members of the Committee actively collected information and documents related to the issues to be reviewed and exploited the issues from many sources of information that were compared and verified in accordance with the specific conditions of the socio-economic situation, national defense and security of the province, ensuring that when the draft was passed and put into implementation, it received the consensus and support of the people...
During the review sessions, the committee invited the Standing Committee of the Provincial People's Council, leaders of specialized agencies with in-depth knowledge of the field and content to participate in the review; spent a lot of time listening to the drafting agencies explain and clarify the contents, issues with many different opinions and the discussion and criticism of the committee members. After the review sessions, based on the comments of the members, the committee requested the drafting agency to receive, revise and resubmit for further consideration and consensus before developing and signing the review reports to submit to the meeting. Accordingly, the review work of the committee in the past time has always ensured compliance with legal regulations, creative application, appropriateness to the practical situation of the locality and ensuring practicality and effectiveness; the quality of the review reports at the meeting has been increasingly improved. In particular, it has assessed and analyzed the limitations, pointed out the causes and made specific proposals and recommendations; clearly state the views, opinions and criticism of the committee to serve as a basis for delegates to discuss and conduct questioning activities, consider the authenticity, legality and feasibility of reports and submissions at the meeting.
Specifically, at the 31st Session of the 18th Provincial People's Council, the Ethnic Committee reviewed the submissions and draft resolutions submitted at the session, such as: allocating central budget capital in 2025 to implement the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021-2030, phase I: from 2021 to 2025; amending Point a, Clause 2, Article 1 of Resolution No. 47/2024/NQ-HDND dated December 14, 2024 of the Provincial People's Council regulating land policies for ethnic minorities living in Thanh Hoa province; amend Clause 2, Article 3 of Resolution No. 06/2025/NQ-HDND dated April 9, 2025 of the Provincial People's Council stipulating the authority to decide on liquidation of planted forests owned by the entire people under the management of the locality... In the appraisal reports, submissions and draft resolutions, the committee provided the legal basis, the necessity to issue the resolution, commented on the feasibility of the resolution and proposed the Provincial People's Council to pass the resolution.
Promoting the achieved results, the Ethnic Committee of the Provincial People's Council continues to innovate its working methods, concretizing them with quarterly and monthly monitoring plans suitable to the actual situation. In particular, organizing monitoring and survey delegations suitable to each monitoring content. The committee's monitoring activities will focus on each specific issue, issues that the public is interested in.
