
According to the draft amended and supplemented Circular, the school principal shall, based on the practical conditions of the school (in terms of facilities, teaching staff, time for organizing the second session of teaching according to the school's educational plan, allocated budget...) consider the necessity and appropriateness of adding more teaching and learning time for some students of the school to propose to the director of the Department of Education and Training to consider and decide for the benefit of the students.
Currently, according to Circular No. 29, schools are only allowed to teach extra classes for 3 groups of students who register for a subject and are not allowed to collect money, including: students whose study results for the last subject of the previous semester are not satisfactory; students selected by the school to train excellent students; final year students who voluntarily register for entrance exam review and graduation exam review according to the school's education plan. Each subject is organized to teach extra classes for no more than 2 periods/week.
The draft amended and supplemented Circular also adjusts business registration requirements for organizations or individuals organizing extra-curricular teaching and learning activities that collect fees from students in order to comply with the provisions of the new Enterprise Law when diversifying business types.
The reporting of teachers who are teaching at schools when they participate in extracurricular teaching is also regulated more strictly. Accordingly, teachers must report before starting and update the report when there is a change in one of the report contents. This regulation aims to strengthen the management responsibility of the principal.
The Ministry of Education and Training said that this amendment and supplement still ensures the core principles of Circular No. 29 on the management of extra teaching and learning in schools: not collecting money from students, not increasing learning pressure, not restricting students' right to study; enhancing the quality of regular school hours, providing time and space for students to experience, practice, and train through educational activities according to individual needs for comprehensive development.
Also according to the Ministry of Education and Training, the amendment and supplement to Circular 29 continues to affirm the spirit of serving the interests of students, strictly prohibiting teachers from "forcing students to participate in extra classes in any form," preserving the image and dignity of teachers, aiming to eliminate the disease of achievement in education./.
