According to the report of Ninh Son District People's Committee, in 2024, the locality was assigned 39,121.26 million VND to implement the National Target Program 1719 in the communes of ethnic minority and mountainous areas. Of which, the central budget is 35,115.42 million VND and the local budget is 4,284.82 million VND. Up to now, the disbursed capital to implement 10 projects is 28,465.31 million VND, reaching 72.2%; the central budget disbursed 26,814.19 million VND, reaching 76.4%; the local budget disbursed 1,651.12 million VND, reaching 38.5%. The target is to strive by December 31, 2024, the whole district ensures the disbursement of capital for the National Target Program 1719 reaching over 98%.
Ninh Son supported 50 Raglay households in Ma Noi commune to build houses under Project 1 with a budget of 2,300 million VND, completed and handed over for use. Implemented the program to disperse the population of Raglay ethnic minority in My Hiep village, My Son commune with a budget of 1,546.56 million VND. Implemented Project 3 - Developing sustainable agricultural and forestry production, promoting the potential and strengths of regions to produce goods according to the value chain, Ninh Son disbursed 7,837.19 million VND to implement livelihood programs for ethnic minority areas. Accordingly, materials were supported for 150 households to take care of 317.5 hectares of organic cashew trees. At the same time, the project invested by the Department of Agriculture supported 280 breeding cows for 140 households in 2 communes of Ma Noi and My Son; supported 10 deer for 5 households in Ma Noi and Quang Son communes. Approved and implemented 14 community production development projects invested by the People's Committees of communes, supporting 294 breeding cows for 147 households and 143 goats for 13 households. Production support projects in Ninh Son district developed well, creating livelihoods for ethnic minorities to increase income, raise income and escape poverty.
Implementing Project 4 on investing in essential infrastructure to serve production and life in ethnic minority and mountainous areas, from the beginning of 2024 up to now, Ninh Son district has disbursed 12,862 million VND to carry out traffic and irrigation works to serve production. In 2024, the locality has disbursed 1,849.66 million VND to teach ma la, make chapi, weave baskets, community bookcases, audio-visual equipment for village cultural houses...
The capital of the National Target Program 1719 is used for the right purpose, promoting investment efficiency, contributing to changing the face of the new countryside, improving the material and spiritual life of ethnic minorities and mountainous areas in Ninh Son district. Representatives of the People's Committees of communes and departments of Ninh Son district raised problems that need to be resolved by superiors for the locality regarding regulations on linking enterprises to implement value chains; increasing the level of support for house construction from 40 million to 70 million VND; increasing the level of job conversion from 10 million to 40 million VND/household.
Concluding the monitoring session, Mr. Bach Van Duong, Deputy Head of the Ethnic Affairs Committee of Ninh Thuan province, highly appreciated the results of the implementation of National Target Program 1719 in Ninh Son district. He noted that all levels and sectors focused on implementing projects, achieving high disbursement rates. The program has brought about social benefits, improving the lives of ethnic minority people in the district. He acknowledged the local recommendations to be submitted to the competent authorities for consideration and resolution in accordance with the local socio -economic development needs. Mr. Bach Van Duong requested the Ninh Son District People's Committee to review and analyze the number of households that have escaped poverty thanks to National Target Program 1719 and to develop measures to prevent re-poverty. Livelihood models should be analyzed and evaluated for economic effectiveness to be replicated in ethnic minority areas and other localities in the district.
