Issue Resolution 154 on tasks and solutions to set a growth target of 8%

Prime Minister Pham Minh Chinh has just signed and issued Resolution No. 154, which clearly states 12 groups of tasks and main solutions to implement the Socio-Economic Development Plan and State budget estimates with the growth target of 8% or more in 2025.

The first group of tasks and solutions is: Identifying institutional breakthroughs as "breakthroughs within breakthroughs"; further promoting the improvement of institutions associated with enhancing the effectiveness and efficiency of law enforcement; continuing to focus on reducing and simplifying administrative procedures and business regulations, removing bottlenecks, and creating favorable conditions for people and businesses; proactively researching and proposing policies and mechanisms, and reporting to competent authorities to mobilize and utilize resources flexibly and effectively to promote growth.

Accordingly, it is necessary to promptly and fully institutionalize the Party's guidelines and policies; the resolutions, conclusions, and directives of the Central Committee, the Politburo , the Secretariat, and the National Assembly. The Steering Committee for reviewing and implementing the handling of obstacles in the legal system should be further strengthened. Proactive and urgent efforts should be made to build a legal framework and incentive mechanisms for new issues, high-tech projects, large-scale projects, and new trends, creating a legal framework for digital transformation, green growth, and the circular economy. At the same time, the effectiveness and efficiency of law enforcement should be enhanced, communication and guidance on law implementation should be strengthened, and mechanisms for strict and consistent law enforcement should be perfected, ensuring the supremacy of the Constitution and the law.

Focus on genuinely and effectively reducing and simplifying administrative procedures and business regulations, preventing the emergence of new, inappropriate business procedures, regulations, standards, and technical specifications that increase costs and cause difficulties and inconvenience for citizens and businesses.

The second group of tasks and solutions is: Prioritizing the strong promotion of economic growth while maintaining macroeconomic stability, controlling inflation, ensuring major economic balances, and achieving a high surplus. Accordingly, monetary policy should be managed proactively, flexibly, promptly, and effectively; fiscal policy should be managed in a reasonable, focused, and targeted manner to support production and business, and promote growth drivers. Credit growth should be managed in line with economic growth targets and inflation control, ensuring the safety and stability of the banking system. The gold market should be closely monitored, and solutions for managing the gold market should be implemented in accordance with the law, ensuring safety, soundness, and efficiency. The application of digital transformation in state budget revenue and expenditure should be accelerated to improve the effectiveness and efficiency of state budget revenue and expenditure management; ensuring that revenue is collected correctly, fully, and promptly. Thoroughly reduce recurrent expenditures to focus on development investment, implement a 10% reduction in recurrent expenditures in the 2025 budget compared to the 2024 budget, and continue to review and further reduce expenditures to supplement investment in the Lao Cai - Hanoi - Hai Phong railway line.

Proactively refine plans and negotiate effectively with the United States in the spirit of protecting Vietnam's legitimate rights and interests, aiming to promote balanced and sustainable trade. Strongly develop the domestic market. Research and supplement tax and credit mechanisms and policies to support increased purchasing power and stimulate domestic consumption and tourism.

Focus on unlocking and effectively utilizing public investment resources. Implement more decisive and timely solutions to accelerate the disbursement of public investment capital, especially for key national projects and national target programs; strive for a 100% disbursement rate nationwide in 2025.

Strengthen decentralization and delegation of authority, and enhance the accountability of leaders in deciding on investment policies and projects, ensuring a focused and targeted approach, avoiding a scattered approach. Develop effective mechanisms to attract selective foreign investment, exploit indirect investment flows, and utilize international investment funds. Effectively leverage opportunities from the 17 signed FTAs; implement trade promotion plans oriented towards key markets and priority product groups in each stage, in line with global changes.

The third group of tasks and solutions is: Completing the reorganization of the administrative apparatus; strengthening decentralization and delegation of power, enhancing the responsibility of leaders; further promoting the fight against corruption, waste, negative practices, and vested interests; tightening administrative discipline and order, coupled with inspection, supervision, and control of power and resource allocation, and improving implementation capacity.

Accordingly, the policy of streamlining and reorganizing the political system's organizational structure must be implemented decisively and effectively. Decrees should be promptly issued to define the authority of local governments according to the two-tiered local government organizational model, and decentralization and delegation of power in state management by sector and field should be implemented in accordance with the requirements and timelines set forth. Administrative discipline and order must be strengthened; and the tendency to evade responsibility, pass the buck, and fear making mistakes or taking responsibility must be resolutely and effectively overcome.

Control power, prevent and combat corruption and negative practices in inspection, supervision, and disciplinary enforcement within the Party, as well as in inspection and auditing activities. Accelerate the restructuring and handling of houses and land at agencies, organizations, and units. Effectively utilize and avoid waste of public assets after restructuring and streamlining the apparatus. Inspect and strictly handle violations causing significant waste.

The fourth group of tasks and solutions is: Completing a comprehensive and modern strategic infrastructure system, prioritizing key national transportation infrastructure projects, including expressways, high-speed rail, inter-regional projects, major urban infrastructure, and digital transformation infrastructure; connecting expressways with airports and seaports, and implementing high-speed rail and urban rail systems.

Accordingly, the focus will be on concentrating resources and striving to achieve the goal of having 3,000 km of expressways and over 1,000 km of coastal roads nationwide by 2025. The implementation of component projects of the North-South Expressway (Eastern section) in the 2021-2025 period and other important projects will be accelerated. The plan for implementing the revised Power Development Plan VIII will be developed and effectively implemented. The commercialization of 5G will be promoted; 6G technology will be researched; satellite internet will be deployed; and the national telecommunications backbone infrastructure will be upgraded. Agricultural and rural infrastructure will be developed to support the restructuring of the agricultural sector in conjunction with the construction of new rural areas.

The fifth group of tasks and solutions is: Focus on restructuring industries and sectors, both within and outside those sectors, in conjunction with reforming the growth model towards increased application of science and technology, promoting innovation, improving productivity, quality, efficiency, competitiveness, self-reliance, adaptability, and resilience of the economy. Accordingly, continue to promote the restructuring of the industrial sector towards modernization, in-depth development, and improved productivity and quality.

Continue building agriculture towards "ecological agriculture, modern rural areas, and civilized farmers"; strongly shift the mindset from agricultural production to agricultural economics. Restructure service sectors based on modern technology and apply the achievements of the Fourth Industrial Revolution. Accelerate the restructuring of state budget revenue and expenditure, and improve the efficiency of state budget management, allocation, and utilization.

We are determined to avoid scattered investments and to develop a medium-term public investment plan for the period 2026-2030 ensuring that no more than 3,000 projects utilize central government budget funds. We are determined to eliminate the "request-and-grant" mechanism. We will ensure transparency and openness of information, and strengthen supervision, evaluation, inspection, and auditing to prevent and combat corruption, loss, and waste in public investment.

Improve the efficiency of investment and capital utilization by state-owned enterprises, ensuring production and business operations are commensurate with the resources held by state-owned enterprises. Create a favorable business environment and promote the development of the private sector to truly become the most important driving force of the economy. Strive to achieve a private sector contribution to GDP of approximately 55% by 2025.

The resolution also outlines key tasks and solutions, including: focusing on developing high-quality human resources, human resources serving scientific research, technology development and application, innovation, and creative entrepreneurship, with particular priority given to developing human resources in the chip and semiconductor fields, linked to promoting scientific research, technology development and application, and fostering innovation and entrepreneurship;

To comprehensively develop cultural and social fields, ensuring harmonious integration with economic development; to guarantee social security and improve the material and spiritual lives of the people; and to continue to innovate and improve the quality of social policies to meet the requirements of national construction and defense in the new era.

Proactively respond to climate change, prevent, mitigate, and reduce natural disasters; strengthen resource management and environmental protection; harmoniously resolve the relationship between economic development and environmental protection. Strengthen regional linkages, effectively implement national, regional, and provincial planning; accelerate the pace and improve the quality of urbanization and urban economy.

Strengthening and consolidating national defense and security capabilities, firmly protecting independence, sovereignty, unity, and territorial integrity; continuing to build and strengthen the all-people national defense posture and the people's security posture, linked with a solid foundation of public support; ensuring security, order, and social safety. Promoting the comprehensive, effective, and synchronized implementation of foreign affairs and international integration; maintaining a peaceful and stable environment and creating favorable conditions to attract resources for national development, consolidating and enhancing Vietnam's international prestige and position. Being more proactive in information and communication work, creating motivation, inspiring, and encouraging innovation; improving the effectiveness of mass mobilization work and fostering social consensus.
