Promulgating the operating regulations of the Civil Defense Command of the Ministry of Industry and Trade

Accordingly, this regulation stipulates the working principles, scope of responsibility, working regime; the mechanism for direction and management, the information and reporting regime; the working coordination relationship of the Civil Defense Command Board of the Ministry of Industry and Trade (hereinafter referred to as the Command Board) and some other activities of the Command Board. This regulation applies to the members of the Command Board; the Standing Office of the Command Board and relevant agencies, organizations and individuals.

The new regulations contribute to enhancing response capabilities and ensuring safety in the face of natural disasters, incidents, and civil defense requirements within the Ministry of Industry and Trade.

In principle, the Steering Committee is an inter-agency coordinating organization that carries out the tasks assigned to the Ministry of Industry and Trade in: the Law on Civil Defense and its implementing regulations; the Law on Disaster Prevention and Control and its implementing regulations; and Decision No. 107/QD-BCĐ dated July 23, 2025, of the National Steering Committee for Civil Defense promulgating the operational regulations of the National Steering Committee for Civil Defense.

According to the regulations, the Command Board ensures the principle of democratic centralism, promotes collective intelligence, and emphasizes the responsibility of the Head of the Board in civil defense work, especially in emergency situations. Members of the Command Board work on a part-time basis, complying with the law and the provisions of these regulations.

Furthermore, members of the Command Board, the Standing Agency of the Command Board, and the Standing Office of the Command Board must proactively and promptly resolve, within their authority, or advise on and propose solutions to matters related to civil defense work in accordance with their assigned scope, authority, and responsibilities, and in compliance with operational regulations and legal provisions.
