The Standing Committee of the Provincial Party Committee directed the strengthening of response efforts to Typhoon No. 3.

On September 5, 2024, the Standing Committee of the Provincial Party Committee issued Document No. 2526-CV/TU on strengthening leadership and guidance in responding to Typhoon No. 3, addressed to: Members of the Provincial Party Committee, Party Committees and Party Groups at the provincial level, specialized agencies advising and assisting the Provincial Party Committee, departments, branches, the Fatherland Front and political and social organizations at the provincial level, district Party committees, city Party committees, and Party committees directly under the province.

The Standing Committee of the Provincial Party Committee directed the strengthening of response efforts to Typhoon No. 3.

Comrade Doan Minh Huan, Secretary of the Provincial Party Committee, and the provincial inspection team worked at the Command Center for Flood and Storm Prevention and Disaster Mitigation.

The official document states: According to forecasts from relevant authorities, Typhoon No. 3 (international name Yagi) has strengthened into a super typhoon, with maximum wind speeds near the center reaching level 16, gusting above level 17, affecting provinces in the Northeast and North Central regions, with Ninh Binh province likely to be directly affected.

In accordance with the directives from the Central Government, and to proactively respond to Typhoon No. 3, the Provincial Party Standing Committee requests all agencies within the political system to focus on implementing the directives in the telegrams from the Prime Minister , central ministries and agencies, the Provincial People's Committee, and the Provincial Steering Committee for Disaster Prevention and Search and Rescue; while also focusing on effectively carrying out several key tasks:

Strengthen information and communication efforts, proactively and regularly monitor forecasts and developments of storms, rain, and floods to develop appropriate response plans in accordance with the "four on-the-spot" principle, avoiding passivity and surprises, with the spirit of proactive prevention and response at the highest level to ensure the safety of lives, especially children and vulnerable groups, and minimize damage to people's and state property.  

Party committees and government agencies at all levels must identify responding to Typhoon No. 3 as a top priority and urgent task. Heads of departments and agencies, and Secretaries and Chairmen of People's Committees of districts and cities must focus on leading, directing, organizing, inspecting, and implementing timely and effective typhoon prevention and response measures. The Secretaries and Chairmen of People's Committees of districts and cities must directly lead and be accountable to the Provincial Party Standing Committee, the Provincial People's Committee, and the Chairman of the Provincial People's Committee for the response to Typhoon No. 3 in their respective areas.

The Standing Committees of the district and city Party Committees focused intensely on leading and directing the urgent implementation of measures to prevent, combat, and respond to Typhoon No. 3; postponing non-urgent meetings, mobilizing the entire political system; and assigning members of the Standing Committees and members of the Party Committees to directly go to key and vulnerable areas to lead, direct, supervise, and inspect the work of preventing, combating, and responding to Typhoon No. 3.

The Party Committee of the Provincial People's Committee directed the Provincial Steering Committee for Disaster Prevention and Search and Rescue, functional departments, agencies, and units to strengthen monitoring, supervision, inspection, and guidance on the implementation of response work to Typhoon No. 3 in localities and units throughout the province; focusing on flood and landslide prevention; promptly addressing potential consequences caused by the typhoon, ensuring the safety of lives, and minimizing property damage for people and the State.

The Provincial Party Committee's Propaganda Department and the Department of Information and Communications are focusing on directing information agencies, newspapers, the Provincial Radio and Television Station, and Ninh Binh Newspaper to regularly update and provide timely information on the developments of storms, floods, landslide risks, and the direction of storm prevention, control, and response in localities and units so that cadres, Party members, and the people are aware and actively participate in storm prevention and control. At the same time, they are coordinating with specialized agencies to guide storm prevention and avoidance skills so that agencies, units, and the people can proactively take preventive measures.

All agencies and units in the province are required to assign leaders and functional forces to be on duty seriously, especially the Military, Police, and Border Guard forces, to implement storm response measures and ensure security and safety in the area; and to promptly report any complex issues that arise to the Provincial Party Standing Committee (through the Provincial Party Office).

Members of the Provincial Party Standing Committee proactively arranged their work and went directly to the localities and units under their responsibility to direct the work of preventing, combating, and responding to Typhoon No. 3.

The Provincial Party Committee Office is assigned to preside over and coordinate with relevant units to monitor and urge the implementation of this document; and to coordinate with the Provincial Steering Committee for Disaster Prevention and Search and Rescue to regularly update the situation and promptly report to the Provincial Party Standing Committee.
