
Out of a total of 260 job positions, 87 are in the leadership and management group; 72 are in the professional and specialized group; 62 are in the general professional group; and 39 are in the support and service group. Corresponding to these 260 job positions, the province has developed 260 job competency frameworks. The job descriptions for each position will be developed by the relevant agencies and units in the coming period.
The issuance of the job position list, in accordance with the directives and guidelines of the Central Government, aims to facilitate salary classification; reorganize the workforce of cadres, civil servants, and public employees; and recruit and assign civil servants and public employees to positions suitable for future employment; while simultaneously reducing the number of people who do not meet job requirements, contributing to the implementation of personnel downsizing as prescribed.
According to the Provincial Party Standing Committee, the job position catalog system will create uniformity in job positions among localities, agencies, and units throughout the sector; uniformity in job titles, job descriptions, competency requirements, deliverables, and performance evaluation criteria for the same position. Building the system by job position groups, rather than by individual jobs, also helps to ensure stability during the downsizing process.
The Standing Committee of the Provincial Party Committee has requested the Central Organization Department to continue advising on supplementing and amending regulations to unify the functions, tasks, organizational structure, and staffing of specialized agencies of the Fatherland Front Committee and political -social organizations at the provincial and district levels; and to soon specify the proportion of civil servant ranks for each agency under the Party, Fatherland Front, and political-social organizations at the provincial and district levels to serve as a basis for salary classification according to job position.
