Reporting at the meeting, Mr. Le Vu Thuong, Director of the Department of Industry and Trade, stated that the unit had conducted on-site surveys at Thaco and other mechanical manufacturing and processing businesses in the Chu Lai Open Economic Zone and Quang Nam province (143 businesses in 9 industrial parks and 9 delta districts); a preliminary assessment was made of the current status of businesses with the potential to participate in the supply chain in the province.
The Department of Industry and Trade also worked with the consulting unit, the Institute for Strategic and Policy Research in Industry and Trade ( Ministry of Industry and Trade ), to develop the project's task outline, budget estimate, and determine the legal basis and outputs of the project; and monitored and submitted it to the competent authority for approval.
Accordingly, the objective of the project is to develop effective policies and solutions to promote the development of Quang Nam's mechanical engineering and supporting industries, enabling them to participate extensively in the global supply chain.
The pilot project includes policies such as: tax incentives (land tax, corporate income tax, raw material tax); building a technical center to support industrial development in Central Vietnam; providing loan and technology support for businesses investing in production in the Chu Lai Open Economic Zone and Quang Nam province; developing integrated infrastructure and logistics for seaports, airports, and roads; and establishing a business incubator with infrastructure, technical, and market support from Thaco Industries…
During the meeting, representatives from relevant agencies, units, and localities provided feedback to clarify several issues related to the current situation and development potential of the cluster, including outstanding mechanisms and policies; products and beneficiaries of the project; and the scope of the cluster.
Permanent Vice Chairman of the Provincial People's Committee Phan Thai Binh highly appreciated the Department of Industry and Trade and other departments and agencies for actively completing the project outline. He also stated that the project is an initiative of Quang Nam province, which the Prime Minister assigned the task of leading and coordinating with central ministries and agencies to develop; however, Quang Nam faced many difficulties in developing the project.
Comrade Phan Thai Binh instructed the Provincial People's Committee Office to receive and synthesize the opinions; to promptly complete the report, supplementing the difficulties and obstacles. The Department of Industry and Trade, in coordination with other departments and Thaco Industries, will update the practical situation in Quang Nam, review outstanding policies, including clarifying policies on VAT, import and export taxes on components, and mechanisms to promote the localization of automobile components…
Permanent Vice Chairman of the Provincial People's Committee Phan Thai Binh requested that the progress report on the project be completed before September 27th, and submitted to the Provincial People's Committee for consideration and inclusion in the upcoming meeting with the Prime Minister.
