Ensuring energy security associated with "green" transition

On the morning of September 16, Member of the Party Central Committee, Head of the Central Policy and Strategy Commission Nguyen Thanh Nghi thoroughly grasped Resolution No. 70-NQ/TU, dated August 20, 2025 of the Politburo on ensuring national energy security until 2030, with a vision to 2045 and the Action Program to implement Resolution No. 70-NQ/TU".

This Resolution will open up new thinking and breakthrough solutions for Vietnam's energy industry to build a modern, green, clean, and sustainable energy system, contributing to the commitment to achieve net zero emissions by 2050.

Existing challenges and strategic thinking on energy security

According to Head of the Central Policy and Strategy Committee Nguyen Thanh Nghi, after 5 years of implementing Resolution No. 55-NQ/TU dated February 11, 2020 of the Politburo on the orientation of Vietnam's national energy development strategy to 2030, with a vision to 2045, Vietnam's energy industry has made important strides: Ensuring stable supply, meeting growth demand, expanding the transmission system, strongly developing renewable energy sources, and gradually modernizing infrastructure.

These results have contributed to firmly consolidating national energy security, enhancing competitiveness, and affirming Vietnam's position in the international arena. However, major changes in the world situation and the country's increasing demands in the new development stage have revealed clear limitations and challenges in the field of ensuring energy security.

According to the Head of the Central Policy and Strategy Committee, the risk of power shortages may appear as early as 2026-2030 if there is no fundamental solution. In the context of many key projects being behind schedule, our country's dependence on fuel imports is increasing, while institutions, mechanisms and policies still have many shortcomings; high-quality human resources are lacking; and technology levels are still far behind the world.

In that context, the Politburo issued Resolution No. 70-NQ/TU with a new approach: Considering energy not only as a material condition for development, but also as the foundation of national security, the driving force of sustainable growth and the strategic space for international integration.

According to the Head of the Central Policy and Strategy Committee, the outstanding new point of Resolution No. 70-NQ/TU is to harmoniously combine the goal of ensuring energy security with the requirement of green transformation, closely linking energy security with environmental security, economic security and national security.

The Resolution also demonstrates consistency in development perspectives: relying primarily on internal resources while expanding international cooperation; promoting the role of a competitive and transparent energy market; promoting innovation, accelerating energy transition associated with social equity. These are breakthroughs in the Party's strategic thinking on this key field.

Building a competitive and transparent energy market to create a breakthrough

The Head of the Central Policy and Strategy Committee said that Resolution No. 70-NQ/TU sets the goal by 2030 to ensure adequate energy supply for the economy with an average growth rate of 8-9%/year; at the same time, the energy structure will shift towards modernity, in which renewable energy accounts for about one-third of the total capacity.

With a vision to 2045, Vietnam will move towards a modern, smart, green and sustainable energy system, not only meeting domestic demand, but also participating deeply in the global energy value chain.

To realize these goals, Resolution No. 70-NQ/TU places special importance on institutional reform. Without removing the bottlenecks in mechanisms, it will be difficult to attract social and international resources for energy development, while State resources are limited. Therefore, perfecting the legal framework and building a transparent and competitive energy market are considered the key to creating a breakthrough.

Resolution No. 70-NQ/TU sets high requirements for technological innovation and human resource development. Through that, Vietnam will master new technologies, such as offshore wind power, green hydrogen, and energy storage, which will determine long-term competitiveness.

“We must consider investment in science, technology and human resources as investment for the future, a prerequisite for the Vietnamese energy industry to make a breakthrough,” emphasized comrade Nguyen Thanh Nghi.

Another pillar is to ensure the harmony of interests between the State, enterprises and people in implementing the national energy security strategy: energy development must go hand in hand with environmental protection, maintaining ecological balance, ensuring social security and closely linked with national defense and security tasks.

The Head of the Central Policy and Strategy Commission emphasized: “Only when people truly benefit from energy projects, will we have a solid social foundation for long-term implementation.”

With its broad orientation and synchronous solutions, Resolution No. 70-NQ/TU of the Politburo will become the “compass” for Vietnam to firmly build a modern, clean and sustainable energy system. This is a strategic decision, demonstrating high political vision and determination, opening up new prospects for the energy sector to truly become a driving force for industrialization, modernization and international integration.
