Mr. Pham Quang Chung, Director of the Social Insurance Department of Tam Diep City, said: In 2023, the Social Insurance Department of Tam Diep City carried out its tasks under extremely difficult conditions as production and business units in the area continued to be affected by the domestic and international situation, facing difficulties in accessing capital, high prices of raw materials and fuel, sharp declines in orders, and difficulties in selling manufactured products...
On the other hand, erratic weather has severely impacted the revenue of agricultural and industrial crop producers, leading to difficulties in collecting social insurance, health insurance, and unemployment insurance contributions.
Furthermore, the awareness of some employers and employees regarding compliance with social insurance and health insurance laws remains limited. The assigned targets for collecting contributions and expanding the number of voluntary social insurance participants are higher than the actual potential in the area. The income level of a segment of the population is still low, therefore the number of people participating in voluntary social insurance and family health insurance is limited, and has not yet attracted widespread participation...
Faced with these difficulties, the Social Insurance agency of Tam Diep city has made efforts to implement professional solutions, promote administrative reform, ensure the rights of participants and beneficiaries, and strive to complete the assigned targets and plans for the year. This includes focusing on disseminating information and encouraging people to participate in insurance, strengthening collection efforts, and expanding the number of participants in social insurance, health insurance, and unemployment insurance.
The Social Insurance Department of the city has identified the collection and development of participants in social insurance, health insurance, and unemployment insurance as a crucial political task in expanding coverage and moving towards the goal of universal social insurance and health insurance. The Social Insurance Department has actively, proactively, and decisively implemented a comprehensive set of solutions to develop participation; urged collection and reduced late payment penalties for social insurance, health insurance, and unemployment insurance to fulfill assigned targets and tasks. This includes close coordination with the Tam Diep-Yen Mo Regional Tax Office, regularly reviewing, analyzing, and comparing data provided by the tax authorities with the data under its management to identify the number of workers who are subject to mandatory social insurance but have not yet participated, and implementing solutions to encourage the development of mandatory social insurance participation.
The city's Social Insurance agency has advised the Steering Committee for the implementation of social insurance and health insurance policies to develop a program and plan for the exploitation and development of social insurance and health insurance participants in 2023 for the People's Committees of wards and communes, and collection agency organizations; clearly assigning responsibilities to each officer in the units in implementing the motto "Go to every alley, knock on every door, check every person" to identify potential participants, organize propaganda, mobilization, and persuasion of people to participate in voluntary social insurance and family health insurance, ensuring no renewals are missed and exceeding the assigned plan targets.

Ms. Ta Thi Ha, from the Collection Service Team of the Women's Union of Bac Son Ward, shared: "To help people, especially women members, understand and actively participate in voluntary social insurance and family health insurance, we focus on researching, updating, and grasping changes in social insurance and health insurance policies. From there, we actively mobilize, propagate, and guide people and women to understand and trust the social security system and policies of the Party and the State."
The outreach efforts were diverse, incorporating awareness campaigns into plans and association meetings. Following the established procedures, from collecting payments and compiling lists to receiving and distributing voluntary social insurance books and health insurance cards, attention was paid to participants to understand their participation history, renewal dates, and payment schedules. This allowed for timely reminders and encouragement, ensuring the rights and continuity of their social insurance and health insurance cards.
Thanks to intensified propaganda and mobilization efforts, many people have come to understand the meaning and necessity of insurance for themselves and their families, and have therefore actively participated.
Ms. Tran Thi Mai from Trung Son ward said: "I was informed about the significance of voluntary social insurance, that after retirement I will have a pension and free healthcare with a health insurance card. So even though my income is not high, I try to save nearly 1 million VND each month to buy voluntary social insurance. To date, I have participated for more than 3 years and feel secure with the regulations when participating in insurance, which are clearly and transparently stated. Currently, the number of years of contribution is being reviewed to be reduced from 20 years to 15 years..."
The Social Insurance Department of Tam Diep City also assigns specialized collection officers to regularly monitor participating units to review, inspect, and urge collection and expand coverage. At the same time, they promptly address difficulties and obstacles affecting collection progress; applying solutions such as: regularly verifying outstanding debts and sending reminders to units with debts of one month or more; quarterly assigning leaders and officers from the Debt Collection and Social Insurance/Health Insurance Participation Development Teams to directly visit units and businesses to verify with annual tax data, provide guidance, and urge payment; conducting surprise inspections and audits of units with outstanding social insurance debts of three months or more.
As of mid-December 2023, the number of people participating in compulsory social insurance in the city was 12,082, reaching 91.7% of the assigned plan; the number of people participating in voluntary social insurance was 1,626, reaching 85.5% of the plan; the number of people participating in unemployment insurance was 11,722, reaching 91.6% of the plan; and the number of people participating in health insurance was 57,039, reaching 94.8% of the plan. Revenue collected up to December 13th was 276,536 million VND, reaching 85.6% of the assigned plan, and it is estimated that the assigned plan will be completed by December 31st, 2023.
The payment of benefits to workers and health insurance participants has been carried out correctly, fully, and promptly. As of mid-December 2023, the city's Social Insurance agency had paid out social insurance and health insurance benefits totaling 42,772 million VND, estimated to reach 44,792 million VND by December 31, 2023. Social insurance payments from the state budget, cumulatively up to December 31, 2023, amounted to 174,190 million VND; payments from the social insurance fund, cumulatively up to December 31, 2023, amounted to 321,637 million VND.
According to Mr. Pham Quang Chung, Director of the Social Insurance Department of Tam Diep City, the tasks for 2024 are still challenging and demanding. To effectively implement the collection and expansion of coverage, the Social Insurance Department of Tam Diep City will strengthen the dissemination and education of laws on social insurance and unemployment insurance policies, raising awareness and responsibility among employers, employees, and residents in the area. At the same time, it will strengthen communication and emphasize the role and responsibility of Party committees, authorities, officials, Party members, and all segments of the population regarding the policies and benefits of social insurance in general, and voluntary social insurance in particular.
Assigning staff to closely monitor the grassroots level, actively inspect, supervise, and take timely measures against units with outstanding social insurance debts. Assigning specific targets to each staff member, each collection agent, and each commune/ward to be included in quarterly and annual performance evaluations. Regularly inspecting and supervising the management of beneficiaries, pension and social insurance benefit payments, especially checking and supervising authorization documents for receiving benefits on behalf of beneficiaries. Developing a plan for professional training and development for social insurance staff from the city level to the grassroots, commending and encouraging high-performing individuals and groups, as well as promptly addressing violations and shortcomings, ensuring that all social insurance activities in the city achieve the best possible results in 2024.
