Storm No. 5 causes heavy rain, localities urgently evacuate people

At 12:00 on August 25, storm No. 5 was about 85km east-southeast of Nghe An, about 65km east-east of Ha Tinh, and about 135km east-northeast of Bac Quang Tri.

Nghe An urgently temporarily closed the road

In response to the complicated developments of storm No. 5, in order to ensure absolute safety for the people, on the morning of August 25, Chairman of Nghe An Provincial People's Committee Le Hong Vinh issued an urgent dispatch requesting the immediate implementation of emergency response measures. From 11:00 a.m. on August 25, temporary road closures will be implemented until the storm passes through the area or a later announcement will be made regarding the safety situation.

Accordingly, all key routes that are at risk of being directly affected by storm No. 5 will be temporarily closed to traffic. The road closure applies to all vehicles, except for forces and vehicles serving storm prevention and emergency missions. The closure will last until the storm passes or a new announcement is made.

In areas with landslides and flooding, people and vehicles are absolutely prohibited from passing through. People's Committees of communes and wards, especially in mountainous areas, must urgently organize warnings, send forces to stand guard, and prevent people from accessing dangerous routes to avoid human casualties.

During the storm's landfall (expected from 11am to 10pm on August 25), people without duties are required to stay off the streets to ensure safety. The provincial police are assigned to preside over and coordinate with the Department of Construction and local People's Committees to deploy road closure plans, ensure traffic order and safety, and strictly handle violations. Road closures will be implemented flexibly and dynamically according to the actual situation.

The People's Committees of communes and wards, together with press agencies, radio and television of Nghe An province, are responsible for widely announcing the content of the road ban so that people can grasp and strictly implement it.

In the morning of the same day, at a quick meeting at the Forward Command Center located at the headquarters of Military Region 4, Deputy Prime Minister Tran Hong Ha emphasized that storm No. 5 is a very strong storm with complex developments and a long duration. Forecasts of the storm's path are relatively accurate, so functional forces and localities must not be negligent. At the same time, he requested localities, agencies and functional forces to urgently mobilize forces to ensure the safety of the people.

Thanh Hoa urgently evacuates people from dangerous areas

Assessing the danger level of storm No. 5, according to the plan, Thanh Hoa province has prepared plans to evacuate more than 60,000 people from dangerous areas to safe places to avoid the storm. Currently, localities have reviewed and, based on the actual situation, are urgently supporting people to move to safe places before the storm makes landfall.

In Nam Sam Son ward, on the evening of August 24 and the morning of August 25, the ward People's Committee also issued a notice requesting households in 10 coastal residential groups to proactively reinforce their houses, prepare food, medicine and personal belongings, and be ready to evacuate when ordered.

Accordingly, from 6:00 a.m. on August 25, all 262 households with 943 people living within 200m from the sea edge (Thu Phu, Phu Xa, Thanh Minh, Quang Minh, Hong Hai, Tay Nam, Nam Bac, residential groups 1,2 Dai Hung) began to be evacuated to safe places.

36 households with 124 people will be arranged to take shelter at Quang Vinh Secondary School and Dai Hung Residential Group 1. Currently, the evacuation work is being actively implemented. Based on the storm's developments, the Party Committee and the People's Committee of Nam Sam Son Ward will have further instructions to ensure the safety of people's lives and property, minimizing damage caused by the storm.

In Ngoc Son ward, on the morning of August 25, the evacuation of households along the sea dike in Bac Chau quarter to a safe area was basically completed. Accordingly, in the ward, there are currently 68 households with 204 people from Bac Chau and Yen Chau residential groups that have been relocated to a safe area by the ward police and functional forces. In addition, the evacuation of people's assets is also being carried out in parallel to ensure security and order when the storm hits.

Currently, the unit continues to deploy forces to coordinate with local authorities to review households at risk of insecurity to mobilize them to move to safe storm shelters. With the motto "4 on-site", the Border Guard, police, militia, and medical forces are on duty 24/7, ready to rescue when situations arise.

Quang Tri promptly evacuated nearly 1,400 households in vulnerable areas.

According to the People's Committee of Quang Tri province, as of the morning of August 25, functional forces had evacuated, relocated on-site and gathered nearly 1,400 households with more than 4,100 people from vulnerable areas at high risk of flash floods, landslides and deep flooding.

Localities have also prepared essential forces, means and logistics to ensure that in case of prolonged heavy rain or sudden landslides, evacuation and rescue can be carried out to minimize damage to people and property.

Quang Tri province has fully prepared essential reserves, including: 79,200 boxes of instant noodles, 12,900 boxes of dry food, 500 tons of rice, 21,000 boxes of bottled water, 245 tons of other essential goods; 22,000 m3 of gasoline and 20,850 m3 of diesel oil... to ensure meeting the needs of responding to and overcoming the consequences of storms and floods. At the same time, the locality has established 5 defense zones at key locations, both ensuring command and coordination functions and serving as a logistical support, forces, and means in case of emergency, ensuring flexible and timely response capabilities.

Quang Tri currently has 8,725 vehicles with 24,198 workers; to date, 8,711 vehicles/24,126 workers have safely anchored at ports. As of 5:00 a.m. on August 25, there were 14 vehicles with 72 workers operating in safe sea areas. In addition, in the area, there are 59 cargo ships and barges with 272 crew members and 552 inter-provincial ships anchored and have been guided to safe locations by authorities.

On August 25, Cua Tung Border Guard Station (Quang Tri Province Border Guard) said that the unit promptly supported and rescued a Quang Ngai fishing boat that had an accident while taking shelter from the storm to a safe anchorage.

Accordingly, on the morning of August 24, fishing boat Qng 95181, operated by Mr. Nguyen Thanh Van (residing in Quang Ngai) completed the registration procedures to enter the port at Cua Tung Control Station to avoid the storm. At that time, there were 6 crew members on board. To support the fishing boat, the Control Station guided the boat to move to anchor at Cua Tung port.

At 9:00 p.m. the same day, due to the impact of storm No. 5, this area experienced heavy rain and strong winds, causing the fishing boat to break its anchor rope and drift towards the entrance of Cua Tung port. At this time, the captain of the Qng 95181 ship quickly contacted the Cua Tung Control Station for support and assistance.

Upon receiving the news, the unit promptly deployed forces to coordinate the towing of the ship to the wharf. By 10 p.m. on August 24, the ship was towed to anchor at Pier No. 1, reinforced and tied to avoid the storm. Currently, the ship and crew members are safe, the ship's engine is operating normally.
