Cultural preservation linked to tourism development in ethnic minority areas.

Although ethnic minorities in Quang Ninh province only account for 12.31% of the province's population, they live in almost all 13 districts, towns, and cities. Over the past period, the province has implemented many solutions to promote socio -economic development in ethnic minority and mountainous areas; including preserving and promoting valuable traditional cultural values ​​in conjunction with tourism development.

From 2020 to the present, Quang Ninh has implemented a series of projects aimed at promoting traditional cultural values ​​associated with tourism development in ethnic minority areas, such as: the Project on sustainable, focused, and prioritized community tourism development in ethnic minority and mountainous areas, border and island regions; the Project on preserving and promoting the value of folk songs, folk dances, and folk music of ethnic minorities associated with tourism development in the period 2021-2030; the Project on preserving, restoring, and promoting ethnic sports in Quang Ninh province in the period 2020-2025, with a vision to 2030; the Project on managing and organizing festivals in Quang Ninh province in the period 2021-2025, with a vision to 2030…

The province is piloting the construction, preservation, and promotion of cultural identity values ​​in four ethnic minority villages associated with community tourism development in the mountainous areas of Quang Ninh province, from 2023 to 2025. These villages include: the Tay ethnic village in Ban Cau, Luc Hon commune, and the San Chi ethnic village in Luc Ngu hamlet, Huc Dong commune, Binh Lieu district; the Dao Thanh Y ethnic village in Po Hen hamlet, Hai Son commune, Mong Cai city; and the San Diu ethnic village in Binh Dan commune, Van Don district.

In particular, the Provincial Party Committee issued Resolution No. 17-NQ/TU dated October 30, 2023, on "Building and promoting the cultural values ​​and human strength of Quang Ninh to become an endogenous resource and driving force for rapid and sustainable development"; this is an important basis and foundation for effectively carrying out the work of preserving and promoting the fine traditional cultural values ​​of ethnic minorities, associated with the development of tourism in ethnic minority and mountainous areas and border regions in the province.

Accordingly, localities are promoting the construction of grassroots cultural institutions in ethnic minority and mountainous areas to create places for recreation, community activities, and cultural events for the people. In 2024 alone, localities allocated investment capital for the construction, repair, and supplementation of 13 projects and works in the cultural sector, serving to improve the cultural and spiritual lives of the people. To date, 51 communes in ethnic minority and mountainous areas in the province have independent cultural centers, while the remaining 12 communes share them with the commune People's Committee hall and village cultural centers; 100% of villages and hamlets in ethnic minority areas have cultural centers.

Local authorities have also proactively approved and basically completed the general construction plans and detailed construction plans at a scale of 1/500 for the communes with 4 ethnic minority villages under the approved project; built environmental landscapes ensuring the traditional characteristics of each village associated with building model new rural areas; and effectively carried out propaganda and mobilization work, making the people the important subjects in building ethnic minority villages associated with community tourism development in the mountainous areas of Quang Ninh province, giai đoạn 2023-2025.

For example, Van Don district has carried out propaganda and mobilization efforts to preserve the language, costumes, rituals, and traditional culture of the San Diu people; Binh Lieu district has disseminated information on the Project to preserve and promote the typical cultural values ​​of the Tay ethnic group in Binh Lieu to serve the development of community tourism; Mong Cai city has mobilized the people of Po Hen village to proactively provide tourism services based on their local culture…

Localities have identified and promoted the cultural values ​​of ethnic minority communities, as well as the beautiful natural values ​​of ethnic minority and mountainous border regions. They have adopted a strategy of linking traditional cultural preservation with sustainable community tourism development, transforming the cultures of ethnic minorities into attractive, distinctive, and unique tourism products of the province. Examples include: women's football of the San Chi people in Binh Lieu and Tien Yen; customs and traditions of the Dao, Tay, San Chi, and San Diu people; and folk songs and dances of ethnic minorities... all of which have created unique tourism products for Quang Ninh.

To date, the cultures of ethnic minorities in the province have been restored, preserved, and promoted in conjunction with tourism development. Currently, Quang Ninh has 362 intangible cultural heritage sites. Many intangible cultural heritage sites have been evaluated, recognized, and ranked, such as: the "Cấp Sắp" ritual of the Dao people; the "Đại Phan" ritual of the San Diu ethnic group; the "Soóng Cọ" festival of the San Chi people; the "Kiêng Gió" festival of the Thanh Phan Dao people; the "Lồng Tồng" festival of the Tay people in Ba Che,... Among them, the Then ritual of the Tay people in Quang Ninh is one of 11 provinces with Tay, Nung, and Thai Then rituals in Vietnam that have been inscribed by UNESCO on the list of representative intangible cultural heritage of humanity; the New Rice Festival of the Tay ethnic group in Quang Ninh province has been recognized as a national intangible cultural heritage for the period 2022-2025.

Through the preservation and promotion of cultural values, the cultural and spiritual life of ethnic minority people in the province has been increasingly improved. People of various ethnic groups actively and proactively participate in cultural, artistic, and sports movements; club models are strengthened and expanded, aiming for quality, depth, and effectiveness, attracting a large number of people to participate and enjoy. The percentage of people participating in activities at cultural and sports centers is 50%; the percentage of people participating in sports training is 40%.
