VHO - Deputy Prime Minister Mai Van Chinh has just signed Decision No. 757/QD-TTg dated April 14, 2025, approving the Plan for the preservation, restoration, and rehabilitation of the special national historical site of Phat Tich Pagoda, Bac Ninh province.

The planning objectives aim to preserve and promote the historical, cultural, architectural, and artistic values ​​of the Phật Tích Pagoda National Special Monument; to protect the natural landscape, ecological environment, national treasures and artifacts, and intangible cultural heritage values ​​associated with the monument.

Simultaneously, it aims to create a cultural, religious, and ecological tourism destination for Bac Ninh province and the entire Red River Delta region; connecting the Phat Tich Pagoda National Special Monument with other attractions, historical and cultural relics, and scenic spots in the province and surrounding areas to create a rich and unique tourism product chain, contributing to the socio -economic development of the locality.

Furthermore, it is necessary to define and adjust the boundaries of the protected area for the historical site; this serves as the basis for demarcating protected zones, marking boundaries, and managing the site. Functional zones, landscape protection areas, ecological environment protection zones, and land use indicators for the historical site area should be established. The spatial organization and arrangement of technical infrastructure systems should be appropriate for the stages of preservation, restoration, and rehabilitation of the historical site.

To provide a legal basis for the establishment, appraisal, approval, and management of projects for the preservation, restoration, and rehabilitation of original relics and new construction projects at Phat Tich Pagoda; the construction of auxiliary facilities, technical infrastructure, and landscaping of the relic site grounds, and facilities serving tourists.

One of the planning contents is to adjust the scale of the historical site. Accordingly, the protected area of ​​the Phat Tich Pagoda National Special Monument will be increased to overcome existing limitations, comprehensively protect the original elements, expand the landscape and traditional cultural space, and improve the effectiveness of managing and protecting the monument.

Specifically, the area of ​​Protection Zone I has been adjusted to 1.28 hectares (an increase of 0.05 hectares compared to the area determined in the scientific dossier for the monument ranking); the area of ​​Protection Zone II has been adjusted to 15.24 hectares (an increase of approximately 14.46 hectares compared to the area determined in the scientific dossier for the monument ranking).

According to the plan, the protected area for the historical site covers an area of ​​16.52 hectares, including:

Protection Zone I, covering 1.28 hectares: This area strictly protects the original elements of the monument; it includes existing structures: the bell tower, the main hall (front hall, incense burning hall, base of the ancient pagoda, main sanctuary), the rear hall, two rows of corridors, the lord's residence, the ancestral house, the mother's house, the lecture hall and the refectory, the dragon pond, the pagoda garden, the ceremonial preparation house, the Quan Am temple, and the guesthouse.

Protection Zone II, covering 15.24 hectares: This area is for landscape protection and preservation of historical values; it includes: Phat Tich Mountain (from an altitude of 33 meters above sea level), the four pillars, lakes (East Lake, West Lake), existing structures (including: dragon well, relic exhibition house, monks' quarters, kitchen, toilets, relic courtyard); and the reconstructed Phat Tich village communal house.

The area for promoting the value of historical relics, covering 8.43 hectares: This includes the arrangement of service facilities and public spaces to serve tourists and local residents.

The buffer zone for protecting the historical site's landscape, covering an area of ​​8.71 hectares: This includes the remaining areas of Phat Tich Mountain (from an altitude of 33 meters above sea level down to the planning boundary); measures will be taken to protect and enhance the area to form an ecological landscape buffer zone associated with nature conservation and sustainable tourism development.

Regarding the spatial planning for the preservation, restoration, and promotion of the value of the relics, the Plan clearly states: Protect the original state of the relics, artifacts, antiques, and treasures belonging to the relics. Preserve the natural landscape, cultural landscape, and ecological environment of the relics in conjunction with protecting Phat Tich Mountain.

Restoration, preservation, and rehabilitation of historical sites should be based on historical documents, records, and scientific documentation, ensuring technical and aesthetic requirements are met and fulfilling the cultural, religious, and spiritual needs of the people. The intangible cultural heritage associated with the historical site should be preserved and promoted.

New construction projects aimed at enhancing the value of historical sites must ensure that their scale is appropriate to the overall spatial context of the site, do not affect the general architectural landscape, and do not negatively impact the site or cultural, religious, and belief-related activities.

Regarding the orientation of promoting the value of historical sites in conjunction with tourism development, the focus is on attracting local markets such as tourists from within the province, tourists from Hanoi, and tourists from neighboring provinces. Emphasis is placed on tourists visiting festivals, spiritual and religious activities, and weekend tourists.

The main tourism products are sightseeing and exploration of the local culture, history, and natural beauty of the Phat Tich mountain region; and thematic tourism associated with experiencing religious activities and folk culture.

Festival tourism, diversifying activities within the traditional festival of Phat Tich Pagoda. Developing cultural and tourism events associated with local folk festivals and traditional festivals.

Develop themed tourist routes for ancient Vietnamese temples, connecting Phat Tich Pagoda with Dau Pagoda and But Thap Pagoda (Thuan Thanh); Tieu Pagoda (Tu Son),...; festival and spring travel routes; Duong River tourist routes...
