Specifically, the Department of Agriculture and Environment presides over and coordinates with departments, branches and localities to build a sustainable financial mechanism in the marine reserve, effectively implement the project of sustainable ecotourism development with community participation in the Hon Cau Marine Reserve. Directs the arrangement of the provincial Fisheries Surveillance force to strengthen coordination and support the Hon Cau Marine Reserve Management Board in patrolling, controlling, detecting and handling violations of laws related to the management of marine reserves. Resolutely fight and prevent encroachment on marine reserves, causing environmental pollution and destruction of marine ecosystems, and illegal exploitation of marine resources in marine reserves. Advise and propose the Provincial People's Committee to decide on assigning the organization to manage the Ham Thuan Nam - La Gi aquatic resources protection area. Support and guide the development and promulgation of management regulations and plans for the management of aquatic resources protection areas. Assign functional units to patrol and control law enforcement in aquatic resource protection areas; inspect and supervise the activities of organizations assigned to manage aquatic resource protection areas.

In addition, the Provincial People's Committee requested relevant departments and branches to closely monitor, manage and supervise projects and economic activities, not to affect marine reserves and aquatic resource protection areas. Resolutely not to license or suspend activities that cause serious damage to the marine ecosystem.

In particular, the People's Committees of coastal communes and wards and Phu Quy special zone need to further promote communication and extensive legal education to raise awareness and sense of responsibility of relevant organizations and individuals in fisheries activities. Encourage and mobilize community participation in marine conservation activities, protect and develop aquatic resources. At the same time, launch a movement for the entire population to participate in protecting, regenerating and developing aquatic resources every year...

It is known that Lam Dong has the advantage of a 192 km long coastline, an inland water area of ​​20,288 km2 , connecting to the Southeast region, East Truong Sa, especially Phu Quy island located offshore 56 nautical miles from the mainland, belonging to the outpost island system. In addition, Hon Cau Marine Reserve (Lien Huong commune) with a total area of ​​12,500 hectares is one of 16 marine reserves in the planning of the marine reserve system in Vietnam.
