The Congress discussed enthusiastically, frankly, democratically and unanimously passed important documents including: Political Report of the Party Executive Committee of the National Assembly for the 2020-2025 term; Report reviewing the leadership and direction of the Party Executive Committee of the National Assembly for the 2020-2025 term; Report synthesizing the opinions of the Party Executive Committee of the National Assembly on the documents submitted to the 14th National Party Congress. The Congress voted to pass the Resolution of the 1st National Party Congress, term 2025-2030; announced the list of the National Assembly Party Delegation attending the 14th National Party Congress.
In his closing speech at the Congress, Secretary of the National Assembly Party Committee and Chairman of the National Assembly Tran Thanh Man believed that the success of the Congress would be a great source of motivation to strongly encourage all cadres, party members, civil servants, public employees, and workers in the Party Committee and agencies of the National Assembly, the National Assembly Office, and the State Audit to continue to strive to overcome all difficulties and challenges, and to strive to best fulfill the goals and tasks set out in the Congress Resolution, all for the prosperity and happiness of the people, for the Party, for the nation, and for the rapid and sustainable development of the country.
The Secretary of the National Assembly Party Committee requested that Party organizations under the National Assembly Party Committee thoroughly grasp and widely disseminate the contents of the Resolution; spread the will and determination of the Congress to each cadre and Party member; at the same time, promptly complete the Action Program to implement the Resolution, ensure clear assignment of people, tasks, implementation time, and completion deadline, creating strong changes right from the beginning of the new term.

Resolutions of the Party, the Politburo, and the Secretariat; better implement legislative work, supreme supervision, and decide on important national issues; continue to accompany the Government substantially and effectively, contributing to turning our country into a developing country with modern industry and high average income by 2030 and a developed country with high income by 2045; inherit and promote the achievements and valuable lessons of previous terms, be proactive, creative, dare to think, dare to speak, dare to do, dare to take responsibility; build a clean and strong National Assembly Party Committee, determined to successfully implement the Resolution of the 1st National Assembly Party Congress, term 2025 - 2030.
National Assembly leaders strongly innovate, improve quality and efficiency of operations
The Resolution adopted by the Congress identified four breakthroughs for the National Assembly Party Committee in the 2025-2030 term, including: Timely institutionalization of the Party's guidelines and policies in constitutional and legislative work; making the legal system a competitive advantage; ensuring that law-making is the "breakthrough of breakthroughs"; building and perfecting laws on socialist-oriented market economy; reviewing, building and perfecting the legal system to pave the way for national development and protecting the sovereignty and security of the Fatherland. Attract, arrange and use high-quality human resources, experts and scientists to serve the activities of the National Assembly and the State Audit; build a team of National Assembly deputies, officials, party members, especially party committee officials, leaders and managers who are truly virtuous, talented, have enough qualities, capacity and prestige, and are up to the task to realize the aspiration to develop a prosperous and happy country.
Promote digital transformation in the activities of the National Assembly, build a digital National Assembly; consider the task of innovation and digital transformation as a breakthrough in organizing and performing the functions and tasks of the National Assembly, National Assembly agencies, the National Assembly Office, and the State Audit Office.
The Resolution identifies the main tasks and solutions including:
In performing political and professional tasks: advising, participating in building, planning guidelines, policies, and strategies of the Party and State; leading the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; leading the effective performance of constitutional and legislative functions; leading the effective performance of the function of deciding on important national issues; leading the continued effective performance of supervisory and people's petition functions; leading the effective performance of foreign affairs, organizational work, elected representatives, state audit work, and other important tasks.
In Party building work: promote Party building in terms of politics, ideology, and ethics; focus on Party building in terms of organization and cadres; strengthen inspection, supervision, and Party discipline; innovate mass mobilization work and leadership of socio-political organizations; continue to innovate the Party's leadership methods.
The Resolution assigns the Executive Committee of the 1st National Assembly Party Committee, term 2025-2030, and Party committees and organizations at all levels to thoroughly grasp, lead, direct the concretization, promulgate action programs and organize the successful implementation of the guidelines and policies stated in the documents of the 1st National Assembly Party Committee.
The Congress called on the entire Party Committee, cadres, civil servants and workers in the National Assembly Party Committee, with the motto "Solidarity - Democracy - Discipline - Breakthrough", to strongly promote the spirit of solidarity and the strength of the collective and each individual to build a clean and strong National Assembly Party Committee; lead the National Assembly to strongly innovate, improve the quality and efficiency of operations, and firmly step into the era of prosperous, prosperous, civilized and happy development of the nation.
