On July 10, Quang Tri Provincial Party Secretary Le Ngoc Quang visited and worked at Con Co special economic zone. The island has an area of 2.3 km 2 , with 480 permanent residents, including 24 households with 96 people, the rest are officers and soldiers of the armed forces.
Turn Con Co into a tourist magnet
In the first 6 months of the year, Con Co special economic zone achieved many positive results: total social investment capital reached over 21 billion VND, budget revenue was over 46.6 billion VND, welcomed over 5,800 visitors, revenue from services - tourism is estimated at over 8.8 billion VND.
At the meeting, the Standing Committee of the Party Committee of the special zone recommended that the province pay attention to speeding up the implementation of the project "Developing the Con Co island special zone to be strong in economy and stable in national defense and security", calling on large corporations to invest and support in solving people's problems such as clean water, waste treatment, stable electricity supply, etc.
Secretary Le Ngoc Quang praised the efforts and results of the Party Committee, government, army and people of the special zone; and suggested preparing well for the Party Congress for the 2025-2030 term according to Directive 45 of the Politburo. The draft Political Report needs to demonstrate a new development vision, associated with the task of maintaining sovereignty over seas and islands, developing eco-tourism and green economy.
He emphasized that Con Co needs to exploit its full potential for sea and island tourism, protect the ecological environment, especially forests, corals, rare flora and fauna, and pristine beaches. At the same time, proactively promote investment to turn Con Co into a "magnet" to attract sea and resort tourists, creating a highlight for Quang Tri tourism.
The Secretary also proposed implementing solutions to support residents, livelihoods, vocational training, loans, infrastructure investment, encourage people to produce sustainably on the island and bring more people to settle permanently. He emphasized that Con Co is not only an outpost island, but also a place that General Secretary To Lam hopes will become a model special economic zone with strong economic development, strong defense and security, and streamlined organization.

On the same afternoon, Secretary Le Ngoc Quang worked at Trieu Phong commune. Here, the local government reported many difficulties such as: not yet fully staffed with key positions, lack of equipment, unsynchronized information technology infrastructure, confusion in accessing legal documents according to the 2-level government model, and slow budget allocation affecting the common tasks.
The Provincial Party Secretary requested the staff to boldly overcome old habits, psychological and administrative barriers to effectively operate the new government model, seek suitable organization, operate dynamically and serve the people better. Difficulties and obstacles in the process of merging and organizing the 2-level model need to be summarized and sent to the Standing Committee of the Provincial Party Committee for timely direction and handling.
